«Կողոպտիչ» կոռուպցիան արգելակում է տնտեսության կայունությանը

Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.

Ցանկացած պետության զարգացման և հավասարության գլխավոր արգելակը կոռուպցիան է, որը կազմալուծում է հաստատություններն ու նպաստում անկայունությանը: Մոլեգնող կոռուպցիան վանում է օտարերկրյա ներդրումները, իսկ այդ պայմաններում գործարարությունը չի կարող բարգավաճել, ինչը հանգեցնում է տնտեսական զարգացման գրեթե բացակայության: Կոռուպցիան ազդում է հասարակության բոլոր մակարդակների վրա` կառավարությունից մինչև միջին վիճակագրական քաղաքացի:

Նախօրեին գործադիրի ղեկավարը ՀՀ արդարադատության նախարարությանը տվել է կոռուպցիայի դեմ պայքարի ոլորտին վերաբերող հանձնարարականներ, ըստ որի՝ պետք է քրեականացվի ապօրինի հարստացումը, ինչը նշանակում է, որ երբ որևէ պաշտոնատար անձի ակտիվների աճն էականորեն գերազանցում է նրա օրինական եկամուտները, նա պետք է ենթարկվի քրեական պատասխանատվության:

Ապօրինի հարստացման նախագծի հետ պետք է ներկայացնել նաև կանխիկ գործառնությունները սահմանափակող օրենքի նախագիծ: Այսպես կոչված կեղծ փոխառությունները, կեղծ նվիրատվությունները հիմնականում կատարվում են կանխիկ եղանակով և գործընթացը դարձնում են սկզբունքորեն անվերահսկելի:

Հակակոռուպցիոն բլոկի կարգավորման հաջորդ փուլով անհրաժեշտ է ընդլայնել Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովի լիազորությունները` սահմանելով և՛ կրթական, և՛ կոռուպցիայի կանխարգելման գործառույթներ: Բացի դրանից՝ անհրաժեշտ է նաև կոռուպցիոն հանցագործությունների դեմ պայքարող իրավապահ մարմինների գործունեությունը դարձնել առավելագույնս հաշվետվողական: Այդ նպատակով պետք է օրենքով սահմանել պահանջ, որ այդ մարմինները կոռուպցիայի դեմ իրենց կատարած քայլերի մասին յուրաքանչյուր տարի պետք է հանրային հաշվետվություն ներկայացնեն։

ՄԱԿ-ի Վիեննայի գրասենյակի գլխավոր տնօրեն, կազմակերպության թմրամիջոցների և հանցավորության դեմ պայքարի գրասենյակի գործադիր տնօրեն Յուրի Ֆեդոտովը մեկ առիթով ասել է, թե կոռուպցիան կողոպտիչ է, որն արգելակում է տնտեսական և սոցիալական զարգացումը՝ շարքային մարդկանցից գողանալով զարգանալու և բարգավաճելու հնարավորությունները:
