Բյուջեն քննարկվեց «մեկ շնչով»

Ավարտվեց ԱԺ հերթական քառօրյան, այն ոչնչով առանձնապես չէր առանձնանում, եթե չնշենք, որ այս քառօրյայում նախատեսված էր քննարկել 2017-ի պետական բյուջեն. քննարկեցին, սակայն ամենի մասին հերթականությամբ:
Քառօրյայի աշխատանքները սկսելուց առաջ Մաեստրոն հայտարարեց, որ բյուջեն կքննարկվի երեքշաբթի, և քննարկման դրեց ՀՀ պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին և «Զինծառայողների և նրանց ընտանիքների անդամների սոցիալական ապահովության մասին» ՀՀ օրենքում լրացում կատարելու մասին հարցը և կից ներկայացված օրենքների փաթեթը: Սակայն փաթեթի քննարկումը տևեց երեք օր` յոթ նիստ, հիմնական զեկուցող Պնախարար Սարգսյանին հարցեր տալուց հետո ելույթների համար գրանցվեց 39 հոգի, հնչեց 37 ելույթ, որից 30-ը՝ ընդդիմադիր սեկտորից:
«1000-դրամների» փաթեթի ավարտից հետո ԱԺ պլենար նիստում միայն հինգշաբթի պառլամենտը սկսեց բյուջեի քննարկումները: Սակայն մեծ եղավ զարմանքս, որ այն անցավ գրեթե դատարկ դահլիճում:
Եթե փորձեմ զուգահեռ անցկացնել նախորդ փաստաթղթի հետ, ապա 1000 դրամների քննարկման ժամանակ բոլորը հայտարարում էին, թե իդեալական փաստաթուղթ է, սակայն ելույթների հիմնական մասն ուղղակի ուղեղ էին մաշում, բոլորը փորձում էին ամբոխահաճո թեզեր առաջ քաշել (ի դեպ, փաստաթուղթն ընդունվեց 102 կողմ ձայնով):
Բյուջեի նախագծին դեմ հանդես եկան ԱԺ վեց խմբակցություններից չորսը, սակայն բուն քննարկման գործընթացին մասնակցությունն էական պասիվ էր: Փաստենք, որ հարց ու պատասխանը տևեց մոտ մեկ նիստի շրջանակում, իսկ ընդհանուր ելույթները չանցան 15-ի սահմանը, որոնցից 5-ը խմբակցությունների ելույթներ էին, ելույթներից 7-ը ՀՀԿ-ից էին, մեկը՝ ՀՅԴ-ից, մնացածը միայն ընդդիմությունը:
Ասել է թե՝ դատարկ դահլիճում քննարկված բյուջեն կքվեարկվի առաջիկայում. հարց է առաջանում` ինչպես պետք է քվեարկի այն պատգամավորը, ով չի մասնակցել հիմնական քննարկմանն ու պատկերացում չունի երկրի թիվ մեկ ֆինանսական փաստաթղթում առկա թվերից: Պատասխանը պարզ է` կամ կհրամայեն կոճակը, կսեղմի, կամ ուղղակի իր փոխարեն կքվեարկի աթոռակիցը: Սա է մեր պառլամենտն իր ունիկալ պառլամենտարիզմով:
