Ադրբեջանի արտաքին պարտքը կազմում է ՀՆԱ-ի 28,5%-ը

Ադրբեջանի վիճակագրական պետական կոմիտեի կողմից հրապարակված թվերից երևում է, որ վերջին ամիսներին մակրոտնտեսական ցուցանիշները անկում են գրանցում: Հիմնական խնդիրը շարունակում է մնալ մանաթի փոխարժեքի պահպանումը: Այս պահին ԿԲ-ի հաստատած փոխարժեքը կազմում է 1,7039 մանաթ 1 ԱՄՆ դոլարի դիմացի, սակայն Կենտրոնական բանկը հաստատելու է նոր փոխարժեք, որը կկազմի 1,7128 մանաթ: Հետաքրքիր է այն հանգամանքը, որ միայն հոկտեմբերին ԿԲ-ն արտարժույթի նկատմամաբ բարձր պահանջարկը բավարարելու համար կորցրել է շուրջ 127 միլիոն դոլար: Բանկային փորձագետները կարծում են, որ մինչև 2016 թվականի ավարտ փոխարժեքը կկազմի 1.9 մանաթ:
Շարունակելով Ադրբեջանի պետական կոմիտեի հրապարակած ցուցանիշների վերծանումը՝ պետք է նկատենք մեկ այլ կարևոր հանգամանք: Բավականին արագ աճում է Ադրբեջանի արտաքին պետական պարտքը, որը ներկայումս կազմում է ՀՆԱ-ի 28,5%-ը և այն պայմանավորված է նոր օտարերկյա վարկերի կտրուկ աճի և ՀՆԱ-ի ծավալների կրճատման հետ: Մեծ է նաև ներքին պարտքը: Ադրբեջանցի տնտեսագետները պետական պարտքը գնահատում են ՀՆԱ-ի 55-60%-ը: Մեծ է մասնավոր սեկտորի և բանկային սեկտորի արտաքին պարտքը միջազգային և ֆինանսական կազմակերպությունների նկատմամբ: Բանկային սեկտորի պարտքը գերազանցում է 5,5 միլարդ դոլարը: Իսկ Ադրբեջանի նավթային պետական ընկերության՝ Socar-ի պարտքը իր հերթին գերազանցում է 6,3 միլիարդ դոլարը: Սրանք պայմանավորված են TANAP և TAP գազամուղների շինարարության ծրագրերի ֆինանսավորման համար վարկերի ձեռք բերմամբ:
Ճիշտ է, վերջին երկու-երեք ամիսներին Ադրբեջանին հաջողվեց նավթի արդյունահանման և արտահանման ծավալների աճի հաշվին մի փոքր շտկել մակրոտնտեսական ցուցանիշները: Չնայած նրան, որ սրա արդյունքում կրճատվեցին ՀՆԱ-ի անկման ցուցանիշը, բարելավվեց արտաքին առևտրի, բյուջեի ծախսերի և եկամուտների ցուցանիշները, այնումանայնիվ, դրանք բացասական արդյունքներ են շարունակում գրանցել նախորդ տարվա նույն ժամանակահատվածի նկատմամբ:
Ադրբեջանի համար ռիսկային է մնում մանաթ ճգնաժամը, բանկային համակարգի, սոցիալ-տնտեսական իրավիճակի վատթարացումը և արտաքին պարտքի սրընթաց աճը:
