Էներգետիկ անվտանգության հարցը Հայաստանի համար ունի կենսական նշանակություն: Պետությունը պետք է մշտապես փորձարկի նոր մեխանիզմներ ոլորտը բարեկարգելու ու ռիսկերը մաքսիմալ նվազեցնելու ուղղությամբ: Վերջին մեկ տարվա ընթացքում հաճախակի է դարձել խոսակցությունները էներգետիկ համակարգի արդիականացման վերաբերյալ: Այս տարիներին կիրառվել են մի շարք գործիքակազմեր, որոնցից շատերի արդյունավետությունը շատ ցածր է եղել, որոշներն էլ արդարացրել են սպասելիքները:
Այնուամենայնիվ, անելիքներ դեռ կան: Այն մեկ օրվա լուծելու խնդիր չէ: Ըստ իս՝ լիարժեք էներգետիկ անվտանգության հասնելու համար պահանջվում են երկար ժամանակ ու հստակ պլանավորված ծրագրեր:
Այսօր էներգետիկ ոլորտի արդիականացման վերաբերյալ պետությունն ունի «ճանապարհային քարտեզ»: Օրինակ՝ հաջորդ տարի նախատեսվում է իրականացնել լայնածավալ միջոցառումներ Հայաստանի էներգետիկ համակարգի արդիականացման և վերակառուցման ուղղությամբ։ Նախատեսվում է օտարերկրյա պետությունների և միջազգային կազմակերպությունների կողմից տրամադրվող վարկային ու դրամաշնորհային միջոցների, ինչպես նաև պետական բյուջեի հաշվին շարունակել Վերակառուցման և զարգացման միջազգային բանկի աջակցությամբ իրականացվող շուրջ 50 կմ երկարությամբ «Լալվար» և «Նոյեմբերյան» 110 կՎ օդային գծերի, 220 կՎ «Հաղթանակ», «Աշնակ», «Երևանի ՋԷԿ»ի և 110 կՎ՝ «Չարենցավան3», «Վանաձոր1» ենթակայանների վերակառուցման, էլեկտրաէներգետիկ համակարգի պահուստային կարգավարական կառավարման կենտրոնի կառուցման աշխատանքները։
«Ագարակ2» և «Շինուհայր» 220 կՎ ենթակայանների շինարարությունը կշարունակվի Ասիական զարգացման բանկի աջակցությամբ։ Կմեկնարկեն կարգավարման կառավարման ավտոմատացված համակարգի (SCADA) ընդլայնման երկրորդ փուլի աշխատանքները:
Առավել մեծ ուշադրության է արժանի այն փաստը, որ միաժամանակ շարունակվելու է Իրանի Արտահանման զարգացման բանկի կողմից տրամադրված վարկային միջոցների հաշվին Իրան-Հայաստան 400 կՎ լարման նոր էլեկտրահաղորդման օդային գծի կառուցման աշխատանքները:
Իսկ հաջորդ տարի էլ ՌԴ կառավարության աջակցությամբ կշարունակվեն Հայկական ԱԷԿ-ի երկրորդ էներգաբլոկի
շահագործման նախագծային ժամկետի երկարացման միջոցառումները։
Հայաստանի համար սրանք կարևոր գործընթացներ են: Մնում է միայն հստակեցնել քայլերի հաջորդականությունն ու հասնել նախապես պլանավորված աշխատանքների ավարտին: Արդյո՞ք այս քայլերը կնպաստեն էներգետիկ անվտանգության բարձրացմանը, և ինչպիսի՞ զարգացում կլինի մեկ կամ երկու տարի հետո: Այս հարցերի պատասխաններն այսօր դժվար է տալ, և ավելի առարկայական հնարավոր կլինի տեսնել սրանց ավարտից հետո:
