Յուրաքանչյուր քաղաքական համակարգ որպես առողջ օրգանիզմ միշտ շարժման մեջ է, ուստի բավականին նորմալ երևույթ է այնտեղ ընթացող տարբեր կոնֆիգուրացիաներն ու զարգացումները: Փոփոխությունները բնորոշ են հատկապես անցումային երկրներին: Առավել ակտիվ ու դրամատիկ են վերափոխումները հետխորհրդային տարածքի երկրներում, որտեղ համակարգային փոփոխությունների հետագա ընթացքը ենթադրում է այդ գործընթացների իմաստավորման, տեսական ընդհանրացման, կանխատեսման ու կարգավորման մեխանիզմների մշակմանն ուղղված հետազոտական ծրագրերի իրականացում: Քաղաքակրթության զարգացումը տեղի է ունենում հասարակական համակարգերի փոխակերպումների ու կատարելագործման ճանապարհով:
Հասարակական համակարգը պատմականորեն ձևավորված հաստատությունների և հարաբերությունների ինքնակարգավորվող, բարդ ու բազմաշերտ ամբողջություն է: Դրա զարգացումներն անմիջականորեն կապված են ինստիտուցիոնալ կառույցների էվոլյուցիայի, ավանդական սոցիալական հաստատությունների արդիականացման ու վերափոխման, նորերի ձևավորման գործընթացների հետ:
ՀՀ-ում վերջին զարգացումները, որոնք տեղի ունեցան ներհամակարգային ոլորտում, բավականին հետաքրքրական ու ինտրիգային բնույթ ունեին:
Աշնան սկզբին քաղաքական համակարգի երեք հիմնական բևեռները՝ իշխանությունը, ընդդիմությունը և քաղհասարակությունը, կոմպրոմիսի գալով ԸՕ-ի շուրջ՝ ստորագրեցին մի փաստաթուղթ, որով ներկայացված էր փոխադարձ առաջարկությունների համալիր փաթեթ: Ձևաչափով նախատեսվում էր ԸՕ-ն դարձնել ավելի թափանցիկ և դեմոկրատական ու միջազգային կառույցների չափորոշիչներին ավելի համապատասխան: Իշխանությունների կողմից ընդունվել էին ընդդիմության ներկայացված անկյունաքարային նշանակություն ունեցող մի շարք դրույթներ:
Այս քայլի հետ կապված վերջերս հայտարարությամբ է հանդես եկել ԱՄՆ կառավարությունը, և ողջունել ՀՀ կառավարության և խորհրդարանական քաղաքական խմբակցությունների միջև հայաստանյան ընտրական գործընթացների անաչառության ու վստահարժանության ամրապնդման հարցի շուրջ հունիսին և սեպտեմբերին ձեռք բերված համաձայնությունները, որում ներդրում են ունեցել նաև քաղաքացիական հասարակության ներկայացուցիչները:
Արևմուտքն այս համաձայնությունը համարում է բովանդակալի քայլ ՀՀ-ում ընտրական գործընթացների նկատմամբ վստահության վերականգնման ու հաշվետվողականության ապահովման ուղղությամբ:
