Հայաստանը կօգտվի՞ հայ-ֆրանսիական գործակցության խթանման եզակի հնարավորությունից

Ֆրանսիան ԵՄ-ի այն առանցքային երկրներից է, որի հետ Հայաստանը շատ սերտ հարաբերություններ ունի: Հայ-ֆրանսիական համագործակցությունն ընդգրկում է բազմաթիվ ոլորտներ, որոնցից ամենաուշագրավը տնտեսական հարաբերությունների խթանման խնդիրն է: Ֆրանսիան մեծ ներգրավածություն ունի Հայաստանում կատարվող ներդրումների ոլորտում: Ռուսաստանից հետո Ֆրանսիան երկրորդ օտարերկրյա ներդրողն է Հայաստանում:
Հայաստանում գործում են 140-ից ավելի ֆրանսիական կապիտալով ձեռնարկություններ, որոնցից շատ-շատերը հայտնի են ողջ աշխարհով և իրենց ակտիվ գործունեությունն են ծավալում Հայաստանում: Ֆրանսիայի զարգացման գործակալությունն ակտիվորեն աշխատում է Հայաստանում: 2013թ-ից կատարվել է ավելի քան 127 մլն եվրոյի ներդրում:
Այնուամենայնիվ, պետք է նշել, որ առևտրատնտեսական հարաբերությունների ոլորտում հայ-ֆրանսիական փոխգործակցությունն այնքան էլ բարվոք վիճակում չէ։ Տարեկան 59,8 մլն եվրոյի առևտրատնտեսական շրջանառություն է տեղի ունենում: Այս ցուցանիշը չնչին է՝ համեմատած ՀՀ-Ֆրանսիա գործակցության դաշտում առկա հնարավորությունների մակարդակի հետ: Նշված հանգամանքը հայկական և ֆրանսիական կողմերին մտահոգող հիմնական խնդիրը պետք է լինի:
ՀՀ-ում ֆրանսիայի դեսպան Ժան-Ֆրանսուա Շարպանտիեն մամուլում տված իր հարցազրույցում հայտարարել է, թե ՀՀ-ի ԵԱՏՄ անդամակցությունը առանձնապես չի ազդել երկկողմ առևտրատնտեսական հարաբերությունների վրա, սակայն իրենք ցանկանում են, որ ֆրանսիական ձեռնարկությունները հետաքրքրություն ցուցաբերեն ընդարձակ շուկայի ընձեռած հնարավորություններով և աշխատում են, որ ՌԴ-ում գործող ֆրանսիական ընկերություններն ավելի մոտիկից հետաքրքրվեն հայկական շուկայով:
Դեսպանի այս դիտարկումը առանձնանում է նրանով, որ Ֆրանսիան Հայաստանին դիտարկում է ԵՏՄ ընդհանուր տնտեսական գոտու շրջանակներում, այսինքն՝ հայաստանյան շուկան ֆրանսիացիների կողմից ընկալվում է որպես առավել ընդարձակ շուկայի բաղկացուցիչ մաս: Այսպիսի պայմաններում Ֆրանսիան, դեսպանի հայտարարության համաձայն, պայքարում է Հայաստանի հետ հնարավորինս հավակնոտ շրջանակային պայմանագիր կնքելու համար, որը կհամապատասխանի ԵՏՄ-ին ՀՀ անդամակցության պայմաններին:
Փաստորեն՝ Հայաստանը եզակի հնարավորություն է ստանում, լինելով ԵՏՄ-ի անդամ, օգտվել ԵՄ-ի հետ համագործակցությունից և արդյունքում համադրել ԵՏՄ-ի և ԵՄ-ի ձևաչափերը հայ-ֆրանսիական հարաբերությունները զարգացնելու համար: Որքանո՞վ կօգտվի Հայաստանը շահերի և դիրքորոշումների այդ համադրումներից, ժամանակի հարց է, սակայն Հայաստանից պահանջվում է քայլեր ձեռնարկել բոլոր հնարավոր ուղղություններով:
