Հայաստանում կուսակցությունների չկայացածության պատճառների մասին մի դիտարկում

Արման Սահակյանը ֆեյսբուքյան իր էջում գրում է.
Քանի որ վերջին օրերին խոսք գնաց Հայաստանում կուսակցությունների չկայացածության պատճառների մասին, մի դիտարկում: Ըստ իս՝ կա երկու հիմնական պատճառ.
Առաջին՝ քաղաքական մշակույթի խնդիր.
Քաղաքական մշակույթը ոչ միայն քաղաքական սովորույթ-ավանդույթների, այլև վարքի դրսևորման ձևերի ամբողջություն է: Իսկ մենք չունենք այնպիսի քաղաքական վարք, որն իր էությամբ պլյուրալ է կամ կոլեկտիվ, հենվում է փոխադարձության ու թիմային աշխատանքի վրա: Մեր մշակույթը, ըստ գիտական դասակարգման, նահապետականի ու ենթակայականի հիբրիդային ինչ-որ վիճակ է, հետևաբար՝ մարդիկ փնտրում են առաջնորդ, վոժդ, շեֆ: Մեր վարքը պայմանավորում ենք վերջինների կամքով: Այս հանգամանքներով պայմանավորված էլ մեր կուսակցական համակարգը խստորեն ենթարկվում է հայտնի «օլիգարխիզացիայի երկաթյա օրենքին», և մեկ կամ մի քանի ղեկավար իրենց ձեռքում են կենտրոնացրել բոլոր ռեսուրսները՝ տեղ չթողնելով ներքին դեմոկրատիայի համար:
Եվ երկրորդ՝ սոցիալական բազայի և «կառույցի» բացակայություն.
Կուսակցությունները ստեղծվում են ոչ թե սոցիալական խմբերի, շերտերի միջից ու հենվում նրանց վրա, այլ անձանց կողմից, նրանց ճաշակով ու սահմանափակվում նրանց շուրջը: Պարզ է, որ այս պարագայում չի կարող լինել «կուսակցական իդենտիֆիկացիա»: Միաժամանակ, այդ մեկ անձի գործոնը չի թողնում, որպեսզի կուսակցությունն էլ կայանա իբրև կառույց («կուսակցություններ բոլորի համար» տիպը նույնպես պետք է հենվի սոցիալական գաղափարի վրա, այլ ոչ մեկ անձի կամքի):
Հետևաբար, եթե մարդիկ չունեն ինքնանույնացում տվյալ կուսակցության հետ, ուրեմն՝ հույսեր ու վստահություն էլ չունեն: Բնական է, որ կուսակցությունն էլ, որը չունի նաև կազմակերպչական կառուցվածք, չի կարող արտահայտել մարդկանց շահերը: Իսկ երբ չկա վստահություն, շահերի արտահայտում և հստակ կառուցվածք, չի կարող լինել կայացած կառույց կամ համակարգ:
