Բելառուսի ու Ադրբեջանի խորացող գործակցությունը ինչ-որ մի կետում խնդիրներ կարող է ստեղծել ՀԱՊԿ-ի ֆորմատում

Ս.թ. նոյեմբերի 28-29-ին Բելառուսի նախագահի այցը Ադրբեջանը, հակամարտությունների լուծման վերաբերյալ միակողմանի հռչակագրի ստորագրումը Ի.Ալիևի հետ, ապա նաև տնտեսական քննարկումները, «Բատկա»-ին Հ.Ալիևի անվան մեդալով պարգևատրելը հստակ ու կոնկրետ ինստիտուցիոնալ գործակցության մեսիջներ են, որոնք վաղուց են ուրվագծվել ու այսօր դառնում են ավելի շոշափելի: Լինելով ՀԱՊԿ անդամ-երկիր՝ Բելառուսը մեկ անգամ չէ, որ կազմակերպության անդամ ՀՀ-ի շահերին հակասող քայլեր է ձեռնարկում կոնկրետ Ադրբեջանի հետ կապված: Պարզ է, որ Ադրբեջանի հետ մերձեցումը՝ այդ թվում ռազմատեխնիկական ու տնտեսական բաղադրիչներով բխում է Բելառուսի ազգային շահերից: Հայաստանի հետ Բելառուսին «սոսնձում» է միայն ՀԱՊԿ-ի իրավաքաղաքական բազան: Մյուս կողմից՝ Բելառուսին ամենևին դուր չի գալիս հատկապես խորացող հայ-ռուսական ռազմաքաղաքական կապերը, որի ներքո օրինակ՝ ՀԱՊԿ-ում ՌԴ-ն սովորաբար ունի «+1» ձայն ավել: 

Բելառուս - Ադրբեջան համագործակցության այս դիսբալանսը, որը հստակ ՀՀ շահերի դեմ գործընթաց է, փաստում է, որ վերջիվերջո ՀԱՊԿ երկրների ֆորմատում գալու է մի կարմիր գիծ, որից հետո վերահստակեցման են ենթարկվելու այդ կազմակերպության անդամների փոխհարաբերությունները: Սա այն կարևորագույն հիմնախնդիրներից է, որին պետք է պատասխանի հատկապես ՀԱՊԿ՝ որպես կայացման գործընթացում գտնվող կազմակերպություն: Եթե կարողանա ուղղենշել այնպիսի վարքականոն, որի շրջանակներում ՀԱՊԿ երկրները իրենց արտաքին քաղաքական մոտեցումները կոորդինացնեն գործընկեր երկրների հետ, ապա կազմակերպությունը կհաջողի, եթե չկարողանա, ապա առկա ճաքերը ասենք՝ ՀՀ-ի ու Բելառուսի, Ղազախստանի միջև, կամ Ղրղզստանի ու Տաջիկստանի միջև կարող են կազմակերպության հեռանկարի հետ կապված լրջագույն խնդիրներ ստեղծել:
