Ինքնազբաղվածներն՝ առանց հարկման, մյուսները՝ տույժերից ազատված

Հարկային համաներում անվանումը ստացած փաթեթը, որ վերջերս նախաձեռնեց եւ հավանության արժանացրեց կառավարությունը, հազարավոր անձանց վրա անմիջական դրական ազդեցություն կգործի:

Դա ոչ միայն համաներում է, այլ նաեւ հարկային դաշտի հստակեցում, ավելի բարենպաստ պայմաններ միկրո կոչվող բիզնեսի համար: Այն մի կողմից սոցիալական նշանակություն կունենա՝ շատ շատերին ազատելով տույժերի եւ տուգանքների վճարումից, մյուս կողմից խթանող՝ հատկապես ինքնազբաղվածների համար:

Նախ՝ համաներումը: Մինչև 2012 թ. դեկտեմբերի 31–ը եկամտահարկի և պարտադիր սոցիալական ապահովագրության վճարների նվազագույն գումարների վճարման պարտավորություններ ունեցող անհատ ձեռնարկատերերը կազատվեն դրանց վճարումներից: Անհատ ձեռնարկատերերը, նոտարները եւ ինքնազբաղված անձինք կազատվեն նաեւ սոցիալական վճարների գծով օրենքով սահմանված ժամկետներում վճարումներ չկատարելու համար հաշվարկված տույժերի վճարումից:

Ըստ պետեկամուտների կոմիետի նախագահի տեղակալ Վախթանգ Միրումյանի, այս պարագայում հարկային բեռից կազատվի շուրջ 4300 անհատ ձեռնարկատեր, իսկ եկամտային ազդեցությունը կկազմի մինչև 800 միլիոն դրամ: Վերոնշյալ խավերը կազատվեն նաեւ կուտակային վճարների վերաբերյալ սահմանված ժամկետներում վճարումներ չկատարելու համար հաշվարկված տույժերից: Այսինքն, մի քանի հարկատեսակների գծով տույժերից ազատման հնարավորություն է ստեղծվում:

Հաջորդը՝ մինչև 2016 թ. սեպտեմբերի 30–ը ներառյալ՝ երկու եւ ավելի գույք օտարած եւ ավելացված արժեքի հարկի (ԱԱՀ) գծով հարկային պարտավորություն ունեցող ֆիզիկական անձինք կազատվեն տույժերից եւ տուգանքներից: Ըստ ՊԵԿ փոխնախագահի, ընդհանուր առմամբ այս փաթեթից օգտվողների թիվը կկազմի շուրջ 15 հազար, իսկ եկամտային ազդեցությունը կարող է հասնել մինչև 6 միլիարդ դրամի: Ինչ վերաբերում է խթանիչ ազդեցությանը, ապա մասնավորապես գործունեության 23 տեսակների մեջ ընդգրկված ինքնազբաղվածներն ընդհանրապես կազատվեն հարկումից:

Դարձյալ Վախթանգ Միրումյանի ներկայացրած տվյալներով, տարեկան մինչև 9 միլիոն դրամ շրջանառություն ունեցող եւ վարձու աշխատողներ չունեցող շուրջ 1570 ինքնազբաղված անձինք կազատվեն հարկերի վճարումից, իսկ արտոնության գումարը կկազմի շուրջ 400 միլիոն դրամ: Խոսքը վերաբերում է հագուստի արտադրությանը, նորոգմանը, փայտյա իրերի պատրաստմանը, լեզուների ուսուցման դասընթացներին, զբոսաշրջային տների միջոցով հյուրանոցային ծառայությունների մատուցմանը և գործունեության այլ տեսակներին:

Հարկային այսպիսի թեթևացման հետևանքով թեեւ պետական բյուջեի եկամուտների որոշակի պակաս կարձանագրվի, բայց խոսքը ոչ էական չափերի գումարների մասին է: Փոխարենը, նման քայլերը դրական միջավայր կստեղծեն ինքնազբաղվածության միջոցով սեփական սոցիալական խնդիրները լուծելու գործընթացի վրա: Գործընթաց, որի կարևորությունը չի կարելի թերագնահատել, քանզի խոսքը աշխատասեր եւ նպաստի ակնկալիքների հույսով անգործ մնալ չսիրող մարդկանց ոգևորելու մասին է, ինչը անպայման նաեւ տնտեսական արդյունք կտա:
