Ընտրությունները հաղթելու երկու ձև կա, կամ ընտրողին բան ես խոստանում, կամ բան ես տալիս: Մեզ մոտ ընտրողների քանակը շատ քիչ է, ընդամենը 2.5 միլիոն, իսկ եկամուտները ցածր։ Սա կանխորոշում է առավել արդյունավետ ընտրարշավի ռազմավարությունը:

Հայաստանում հաղթանակի համար անհրաժեշտ է ստանալ 700,000 քվե, որոնց միջին ՀՆԱ-ն PPP-ով $8,500 է: Մեկ շնչին $30 դոլար ծախսելով՝ ստացվում է $21,000,000 բյուջե: Այս գումարը տնտեսական նորմալ պայմաններում գալիք հինգ տարում հետ է գալիս:

ԱՄՆ-ում հաղթանակի համար անհրաժեշտ է 65,000,000 քվե, որոնց միջին ՀՆԱ-ն PPP-ով $56,000 է: Նույն կարգի «կաշառք»* տալու համար կպահանջվեր $9.1 միլիարդ: Նման գումար ներդնելը ֆինանսապես անիմաստ է, դրա համար ամերիկացիք նախընտրում են ներդրում անել տեղեկատվական դաշտում՝ ծախսելով 10 անգամ քիչ ու գումարը հետ ստանալով 4 տարվա ընթացքում:

Այստեղից եզրակացնում ենք, որ ՀՀ-ում ժողովրդավարությունը, իր այսօրվա համակարգով, կրելու է ձևական բնույթ, քանի դեռ մեկ շնչին ընկնող ռեալ ՀՆԱ-ն չի եռապատկվել, իսկ մինչ այդ պահը միակ լուծումը Մերիտոկրատիան է: Վերոհիշյալ $21,000,000 (գումարած ՕԵԿ, ԲՀԿ-ների փողը) սենց թե նենց ծախսվելու է, մենք պետք է ստեղծենք մի համակարգ, որը այդ ծախսերը կուղղի ՀՆԱ-ն եռապատկող գիտության վրա, ոչ թե «հեղինակությունների» առօրյա ծախսերի վրա:

Ասեմ, իմանաք, ՀՆԱ-ի եռապատկումը 20 տարուց արագ չի լինի:
