Գյուղացուն մասնագիտական գիտելիքով օժտելը՝ օրվա հրամայական

Հայաստանի տնտեսության զարգացման կարեւորագույն բաղադրիչներից է գյուղատնտեսության ոլորտը: Այստեղ խնդիրները բազմաթիվ են, որոնց մի մասի լուծումը պահանջում է կարճաժամկետ, իսկ մյուս մասինը՝ երկարաժամկետ լուրջ ռազմավարությամբ ծրագրեր:
Գյուղատնտեսության ոլորտում առկա խնդիրների շարքում է նաեւ ֆերմերների վերապատրաստման հարցը: Ինչպես հայտնի է, գյուղատնտեսական կրթական համակարգի կոնտինգենտը հիմնականում քաղաքաբնակ է, որի չնչին տոկոսն է միայն ավարտելուց հետո աշխատում ըստ մասնագիտության: Այսինքն՝ կրթվում է քաղաքաբնակը, որը գյուղի հետ շատ քիչ առնչություն ունի կամ ընդհանրապես չունի, իսկ գյուղացին, որի առօրյան է բերք մշակելը, մնում է առանց մասնագիտական գիտելիքի: Որեւէ մեկի համար գաղտնիք չէ, որ գյուղացին բերք մշակելիս տարիներ շարունակ առաջնորդվում է ոչ թե գյուղատնտեսական կոնկրետ գիտելիքով, այլ տարատեսակ սնոտիապաշտություններով. դա էլ մի պատճառով է, որ շատ հաճախ գյուղացին չի ստանում իր ակնկալած բերքը:
Այս հանգամանքը հաշվի առնելով՝ գյուղատնտեսության նախարարությունն ավելի քան 10 տարի առաջ ձեռնամուխ եղավ խորհրդատվական ինստիտուտի ներդրմանը: Կազմակերպվող դասընթացների եւ սեմինարների ընթացքում ագրոնոմները սկսեցին վերապատրաստել ֆերմերներին, կիսվել նրանց հետ իրենց գիտելիքով: Թեև այդ սեմինարները օգտակար են ֆերմերների համար, բայց նման սեմինարներ այնքան էլ հաճախակի չեն անցկացվում. համենայն դեպս վերապատրաստվող ֆերմերների թիվը դեռ չի գոհացնում: Բանն այն է, որ պետությունը չնչին միջոցներ է հատկացնում նմանօրինակ դասընթացներ կազմակերպելու համար. դրանք հիմնականում կազմակերպվում են USDA և WB դրամաշնորհային ծրագրերի միջոցով:
Վերջին տարիներին շատ է խոսվում այն մասին, թե արդյոք արժե մեր երկրի աղքատիկ բյուջեից միլիոնավոր դրամներ հատկացնել ֆերմերների վերապատրաստման դասընթացներին: Իմ կարծիքով նման քայլը խիստ կարեւոր է, քանի որ պետությունը պարտավոր է ձեռնարկել որոշակի քայլեր գյուղացուն աջակցություն ցուցաբերելու համար: Այն առնչվում է նախեւառաջ գյուղացուն կրթելուն, գրագետ դարձնելուն, ինչից հետո գյուղատնտեսության ոլորտում շոշափելի ձեռքբերումներն իրենց երկար սպասել չեն տա:
