Նոր ընտրակարգի ընդունումը, ինչն ի դեպ կոնսեսուսային կարգով խորհրդարանում ընդունվեց, բացի ընթացիկ փոփոխություններից ամրագրեց այդ պահի իշխանության մեծ հնարավորությունները:
Առավել պարզ ասած, ցանկացած իշխանություն, ով տարբեր գործիքների միջոցով վերահսկում է վարչական ռեսուրսը, մեծ առումով նաև գործարար աշխարհը, օլիգարխային, հնարավորություն ստացավ նրանց միջոցով լուծել իր քաղաքական առաջընթացի հարցը:
Եթե մի փոքր էլ բացենք փակագծերը, ապա սխեման հետևյալն է. իշխանությունն ամեն ընտրատարածքում նվազագույնը 5 «խոշոր ձուկ» է գրանցում, ովքեր խոստովանենք իրենց հետևում որոշակի զանգված ունեն: Այս մարդկանց ընտրազանգվածը ընտրությունների է գնում ու նոր ընտրական օրենսգրքի պայմաններում պարտադրված ընտրում այդ օլիգարխներին առաջադրած կուսակցությանը:
Այսինքն՝ ուզենան, թե չուզենան, բոլոր կարող ուժերը առաջին հերթին աշխատելու են իշխող կուսակցության համար, իսկ նրանց ձայների հանրագումարը, առանց կորուստների, ավտոմատ գրվելու է իշխող ուժի հաշվին: Ահա և ողջ ինտրիգը:
