«Երջանկության համաշխարհային երրորդ զեկույցը», որն անցած հինգշաբթի հրապարակվել է ՄԱԿ-ի Կայուն Զարգացման Լուծումների Ցանցի կողմից, 158 երկրներին դասակարգել է՝ ելնելով Գելլափի 2012-15թթ․ հետազոտության արդյունքներից ուսումնասիրելով երջանկության մակարդակներին նպաստող առանցքային գործոնները։

Շվեյցարիան, Իսլանդիան, Դանիան, Նորվեգիան և Կանադան առաջին հինգ ամենաերջանիկ երկրներն են, իսկ Արևմտյան Աֆրիկայի Տոգո երկրի բնակիչները՝ ամենադժբախտը։

Զեկույցը նպատակ ունի ողջ աշխարհում քաղաքականություն մշակողներին տրամադրել նոր չափման միավոր, ըստ որի ավելի շեշտադրվում է բարեկացության սուբյեկտիվ ընկալումը։ Մինչ եկամուտը զգալի տեղ է գրավում երջանկությունը խթանելու գործում (ամենաերջանիկ 10 երկրներում մեկ շնչին բաժին ընկնող ՀՆԱ-ն 25 անգամ բարձր է 10 ամենադժբախտ երկրների ՀՆԱ-ից), այն բնավ միակ գործոնը չէ։ Համաձայն հետազոտության կյանքի տևողությունը, սոցիալական կապերը, անձնական ազատությունը, բարեկրթությունը և կոռուպցիայի մակարդակները ևս մեծապես պայմանավորում են երջանկության մակարդակը։

ԱՄՆ-ն, օրինակ, զեկույցում գրավում է 5-րդ հորիզոնականը, Մեքսիկայից մեկ և Կոստա Ռիկայից երեք միավոր ներքև, երկիր որտեղ մեկ շնչին բաժին ընկնող ՀՆԱ-ն կոպիտ հաշվարկով հազիվ ԱՄՆ-ի ՀՆԱ-ի մեկ հինգերորդ մասն է կազմում։

«Այս զեկույցը բացատրում է, թե ինչպես հասնել հանրային բարեկեցության,-ասում է Կոլումբիայի համալսարանի ներկայացուցիչ Ջեֆրի Սաչսը։ – Դա չի արվում միայն փողի շնորհիվ, արդարությունը, ազնվությունը, վստահությունն ու լավ առողջությունը պակաս կարևոր գործոններ չեն»։

Ըստ զեկույցի, երկրում տնտեսական կտրուկ փոփոխությունները կարող են ազդել մարդկանց երջանկության վրա։ Հունաստանում, որտեղ գլոբալ տնտասական անկումը տևական տնտեսական խառնաշփոթ առաջացրեց, 2005-07 թվականներից ի վեր երջանկության մակարդակը նվազել է։

Այսուհանդերձ, զեկույցը զգուշացնում է քաղաքականություն մշակողներին, որպեսզի չգերագնահատեն եկամտի դերը։

«Երբ երկրները ՀՆԱ-ին հետևում են միակողմանիորեն՝ մոռանալով սոցիալական և շրջակա միջավայրի խնդիրների մասին, արդյունքները կարող են բացասական լինել մարդկանց բարեկեցության համար»,-նշվում է զեկույցում։ «Վերջին տարիներին շատ երկրներ տնտեսական աճ են ունեցել ի հաշիվ եկամտի անհավասարության կտրուկ աճի և շրջակա միջավայրին հասցրած մեծ վնասի»։
