Խոսրով Հարությունյանը տնտեսության արտադրողականության բարձրացման տեսանկյունից կարևորում է աշխատավարձերի 25 տոկոս աճը

մբ ներդրումներ, որոնք հնարավորություն պետք է տան առաջիկայում տնտեսությունը դարձնել ավելի մրցունակ, արտաքին տնտեսական ազդեցություններից քիչ կախված, կամ նույնիսկ դրանց պարագայում աճի միտում ունեցող:
«Սրանք հարցեր են, որ կառավարությունն ուղղակի պարտադրված է իր առջև դնելու: Այսինքն` սրանք ռազմավարական խնդիրներ են, որոնք չլուծել մենք չենք կարող: Կառավարությունը շատ համարձակ է և հավակնոտ, ինչը ողջունելի է: Միջին հաշվով տարեկան հինգ տոկոսանոց տնտեսական աճը հեշտ չի ապահովել, սակայն կառավարությունն ասում է, որ դրա հիմնական շարժիչը լինելու է արտահանումը: Մի կողմից Հայաստանը պետք է արտաքին շուկաներին ներկայացնի մրցունակ արտադրական կարողություններ, իսկ դա նշանակում է ներդրումներ, մյուս կողմից՝ հարկավոր է այդ շուկաները մատչելի դարձնել արտադրողի համար: Հաշվարկը հետևյալն է` ապահովենք միջինը 5 տոկոսանոց աճ, դրա հետ զուգահեռ նաև մեր ներքին իրական հատվածի և արտաքին շուկաների դիվերսիֆիկացիան` հաշվի առնելով մեծ, ընդգրկուն շուկաներն, ինչպիսիք են Հնդկաստանը, Չինաստանը, դրան գումարած GSP+ հնարավորությունները Եվրոպայում: Կառավարության ծրագրում մի շատ հետաքրքիր միտք կա, որի վրա կարծում եմ քչերը կարող են ուշադրություն դարձնել: Խոսելով աշխատավարձի բարձրացման մասին` կառավարությունը փաստում է, որ այն չի կարող խաթարել մեր արտահանման ենթակա ապրանքների մրցունակությանը: Հետևաբար, որևէ քաղաքացու տնօրինվող եկամուտների աճը պետք է պայմանավորված լինի ոչ թե աշխատավարձի զուտ գործակիցների, այլ արտադրողականության բարձրացմամբ: Միայն այդ դեպքում մենք չենք զիջի մեր մրցունակությունն արտաքին շուկաներում»,- ասաց Հարությունյանը` հավելելով, որ շատ զարգացող տնտեսություններ շահեկան են նրանով, որ ի թիվս ինքնարժեքը ձևավորող գործոնների` աշխատավարձը բարձր է: Հետևաբար` աշխատավարձի բարձրացումը, ինչի մասին խոսում է կառավարությունը, հնարավորությունը կապում է արտադրողականության աճի հաշվին բարձրացման հետ, այնպես, որ այն չվնասի արտադրող ապրանքի մրցունակությանը` չի թանկացնի ապրանքը:
Ինչ վերաբերում է արտահանման ծավալները ՀՆԱ-ի 40 տոկոսին հասցնելուն, տնտեսագետը նշեց, որ, անկասկած, դա շատ հավակնոտ թիվ է, սակայն դրան պետք է ձգտել: Նրա խոսքով` այն մի նիշ է, որը կառավարությունից ցանկացած պահի պահանջելու է առավելագույն ջանքերի գործադրում, որպեսզի կարողանա ապահովել մի կողմից արտադրական պոտենցիալ, մյուս կողմից արտահանման շուկաներ:
ՀՀ կառավարությունը առաջիկա 5 տարիների գործունեության ծրագրի իրականացմամբ 2017-2022 թվականների ընթացքում նպատակադրում է՝ զարգացած երկրներիհամեմատ տնտեսական աճի առաջանցիկ տեմպերի ապահովում` համախառն ներքին արդյունքի միջին հաշվով շուրջ 5 տոկոս աճի ապահովման միջոցով, արտահանման աճի նշանակալի տեմպերի ապահովում՝ ապրանքների և ծառայությունների արտահանման մասնաբաժինը ՀՆԱ-ում հասցնելով 40-45 տոկոսի, աղքատության կրճատման ապահովում՝ իջեցնելով այն 12 տոկոսային կետով, զբաղվածության աճի և արժանապատիվ աշխատանքի վարձատրության օպտիմալզուգակցմամբ՝ անվանական նվազագույն աշխատավարձի 25 տոկոս աճի ապահովում՝ հաշվի առնելով կառուցվածքային գործազրկությունը և երկրի մրցունակությաննվազման ռիսկերը զսպող նվազագույն աշխատավարձի և աշխատավարձի մեդիանայի համամասնությունը:
