Կառավարության նիստի օրակարգում է հայտնվել Հայաստան–Իրան սահմանին կից անցնող 40 կմ ճանապարհի նորոգման պայմանագիրը դադարեցնելու մասին որոշումը, քանի որ ռուսական սահմանապահ ծառայությունը թույլ չի տվել կատարել այդ աշխատանքը:
Սա ոչ միայն ուղղակի հարված է Հայաստանի ինքնիշխանությանը, այլև կոնկրետ կասկածի տակ է դնում Կարեն Կարապետյանի, այսպես ասած, պրո–ռուսական քաղաքական գործիչ լինելու արդյունավետությունը: Ասել է թե՝ եթե անգամ Կարապետյանի կառավարության նախագծերն են ռուսական սահմանապահների կողմից մերժվում, ուրեմն ամեն ինչ ավելի բարդ է:
Նախ առաջին անգամը չէ, երբ ռուս սահմանապահները չարաշահում են իրենց նշանակությունը: Այստեղ կան կոնկրետ քաղաքական պատճառներ, որոնք ընկած են հայ–ռուսական հարաբերությունների հիմքում: Բացի այդ, ըստ էության ունենք իրավիճակ, երբ Կարեն Կարապետյանը, ունենալով կապեր ռուսական վերնախավում, նույնիսկ սահմանապահների հետ կապված հարցերն է դժվարանում լուծել:
Ասել է թե՝ Կարապետյանի ռուսամետությունը դեր չի խաղում ոչ միայն ներդրումներ բերելու, այլև գոնե ճանապարհ սարքելու իմաստով: Մնում է հասկանալ` վարչապետի թույլ և ուժեղ կողմը համարվող հատկանիշը ընդհանրապես որևէ դերակատարում ունի՞, թե պարզապես սիմվոլիկ քաղաքական համակրանք ու անձնական կապեր են, ուրիշ ոչինչ:
