ՊԵԿ-ը տնտեսվարողներին է ներկայացրել հարկային ռիսկերը
ECONOMICSՊետական եկամուտների կոմիտեի նախագահ Վարդան Հարությունյանի հանձնարարությամբ շարունակվում են ոլորտային քննարկումները: Արդեն իսկ կայացած 7 հանդիպումներում կոմիտեն տնտեսվարողներին է ներկայացրել ոլորտային ռիսկերը:
«Հիմնական խնդիրը՝ գործարքների ամբողջական փաստաթղթավորումն է. դրա վերաբերյալ կա նաև երկրի նախագահի հստակ հանձնարարականը: Եթե գործարքները ճիշտ և ամբողջական փաստաթղթավորվեն, ապա հարկերի հաշվարկման առումով խնդիրներ և ռիսկեր չեն արձանագրվի»,-ընդգծել է փոքր հարկ վճարողների հարկային տեսչություն-վարչության պետ Ռաֆիկ Մաշադյանը:
Նախորդ տարվանից մեկնարկած ՊԵԿ-բիզնես երկխոսության արդյունքում, ըստ խոշոր և միջին հարկ վճարողների հարկային տեսչություն-վարչության պետ Արմեն Սաֆարյանի, արձանագրվել է իրացման շրջանառությունների և վճարված հարկերի ավելացում.
«Թեպետ որոշ տնտեսվարողներ էականորեն բարելավել են հարկային վարքագիծն, այնուամենայնիվ, ռիսկեր դեռ կան: Ծախսերի ուռճացում, թաքցվող շրջանառություն, գների թերհայտարարագրում, ՀԴՄ շահագործման կանոնների խախտում, չգրանցված աշխատողներ. սրանք այն հիմնական խնդիրներն են, որ բնորոշ են գրեթե բոլոր ոլորտներին»:
Սուպերմարկետների և մանրածախ առևտրով զբաղվողների մոտ արձանագրվել է իրացման շրջանառությունների թերհայտարարագրում, ալյուրի արտադրության ոլորտում՝ առանց փաստաթղթի ցորենի ձեռքբերում գյուղմթերք արտադրողներից, որոնք նույնպես իրացվել են առանց փաստաթղթի:
Հրուշակեղենի, թռչնի մսի, ձվի, մսամթերքի, կաթնամթերքի արտադրության ոլորտում արձանագրվել է արտադրական նորմերի ուռճացում, պարենային ապրանքների ներմուծման բնագավառում հարկային հաշիվներով գների խախտում, չգրանցված աշխատողների ռիսկեր և այլն:
Կոմիտեն բիզնեսի հետ երկխոսությամբ շարունակելու է հարկային վարչարարության բարելավմանն ուղղված միջոցառումները: Տնտեսվարողների հավաստմամբ նման ձևաչափով հանդիպումները հնարավորություն են տալիս համատեղ քննարկել խնդիրները: Հարկային վարքագիծը չշտկած տնտեսվարողներին ՊԵԿ-ը հորդորում է ինքնուրույն հայտարարագրել պակաս վճարված հարկերը՝ զերծ մնալով հսկողական միջոցառումներից:
