Խաղողի մթերման խնդիրներն Արարատի մարզում ազդել են հողի հարկի հավաքագրումների վրա

 Արարատի մարզում խաղողի մթերման հետ կապված խնդիրներն այս տարի անդրադարձան նաեւ համայնքների կողմից իրականացվող պլան-կատարողականների վրա, մասնավորապես, հողի հարկի գծով կատարված հավաքագրումները նախորդ տարվա նույն ժամանակահատվածի համեմատ պակաս են մուտքագրվել 35 մլն 519 հազար դրամով:

«Թեեւ համայնքների եւ մթերող կազամակերպությունների ղեկավարները ամբողջ մթերման ընթացքում համագործակցել են, նաեւ այդ ամենը վերահսկվել է մարզպետարանի ոլորտն ապահովող աշխատակիցների կողմից, այնուամենայնիվ, ստեղծված իրավիճակը եւ հողի հարկի հավաքագրումների ցուցանիշները գոհացուցիչ չէին: Այս տարի խաղող մթերվեց անգամ 30-40 դրամով: Այս պայմաններում արդյուքների գոհացուցիչ լինելու մասին խոսք լինել չի կարող: Ոչ գյուղացիները, ոչ էլ համայնքների ղեկավարները պատրաստ չէին հողի հարկի պլանավորմանը»,-
 ընդգծեց Արարատի մարզպետարանի աշխատակազմի ֆինանսական եւ սոցիալ-տնտեսական զարգացման վարչության պետ Գուրգեն Եղիազարյանը:

Վերոնշյալ հարկատեսակի գծով տարեկան պլանը կազմում է 627 մլն 838 հազար դրամ, որից, հոկտեմբերի 31-ի տվյալներով, մուտք է եղել 465 մլն 342 հազար դրամը:

Նախորդ տարվա նույն ժամանակահատվածի համեմատ, 6 մլն 294 հազար դրամի չափով պակաս է մուտք եղել նաեւ պետական տուրքի գծով` կազմելով 33 մլն 443 հազար դրամ: Գուրգեն Եղիազարյանը պարզաբանեց, որ այս հարկատեսակի գծով գումարները գոյանում են ծնունդների, ամուսնությունների գրանցումների պետվճարներից, ինչպես նաեւ նոտարական գործարքներից գոյացած գումարներից: «Այդ գրասենյակները գործում են քաղաքային համայնքներում, որոնք սպասարկում են նաեւ գյուղական համայնքները: Այդ առումով որոշ շեղումներ են եղել. ի սկզբանե պլանավորումն է սխալ եղել: Պակասել է ծնունդների եւ ամուսնությունների, այլ գործարքների քանակը»,-նշեց նա:  

Նշված ժամանակաշրջանի համեմատ, շուրջ 14 մլն դրամի չափով պակաս մուտք է գրանցվել նաեւ վարձակալության համար գանձվող գումարների համար:  

Այս տարվա 10 ամիսներին նախորդ տարվա նույն ժամանակահատվածի համեմատ ավելի մուտքեր են եղել գյուքահարկի եւ տեղական տուրքի գծով` համապատասխանաբար հասնելով 53 մլն 578 հազար եւ 640 հազար դրամի: Ավելի քան 7 մլն դրամով ավելի է մուտք եղել սեփական եկամուտների գծով:

Վարչության պետը մանրամասնեց նաեւ, որ տարեցտարի սեփական եկամուտների հավաքագրման աճ է արձանագրվում, մասնավորապես, տարեվերջյան հավաքագրումներում արձանագրվում է 100 տոկոս կատարողական արդյունք: Մարզում մշտապես բարձր կատարողական են ապահովում 35-40 համայնքներ` գերազանցելով պլանային արդյունքները: Եղիազարյանն ընդգծեց նաեւ, որ յուրաքանչյուր բնակիչ եւ համայնքապետ պետք է գիտակցի, որ գումարների ժամանակին հավաքագրումը բխում է համայնքի շահերից, որոնցով կատարվում է համայնքների քառամյա ծրագրերի իրականացումը:
