Սահմանադրությունը քաղաքացու՝ իշխանություն ձևավորելու «ձեռնարկ» է

Սահմանդրական հանրաքվեի քարոզարշավն արդեն որոշ ժամանակ մեկնարկել է: Իհարկե քարոզչության հայկական գործելաճը և ավանդույթները ինչ-որ առումով տարբերվում են դասական քարոզչական մոդելներից, բայց դե ունենք այն, ինչ ունենք:
Ընդդիմադիրները, որ «ԴԵՄ»-են նախագծին, ասում են «իշխանությունը վատն է, ուստի նրա ներկայացրած ամեն «պրոդուկտ» անընդունելի է»: «ԿՈՂՄ»-երը հասարկության երջանկության բանալին ու հանրային բարեկեցությունը կապում են Սահմանադրության առաջարկվող նախագծի հետ. (որոշերն անգամ իրենց քաղաքի ասֆալտի ապագան): :):
Սակայն, եթե հարցին(քարոզչական մոտեցումներին) մոտենանք ավելի մասնագիտական տեսանկյունից, ինչպես ընդդիմադիր, այնպես էլ դիմադիր ճամբարներում տեսնում ենք մի քանի բավական տեսանելի բացթողումներ: Երկու կողմերից էլ քարոզարշավի առաջամարտիկներ են ներկայանում այնպիսի գործիչներ, որոնց մի մասը, եթե լինենք բավարար օբյեկտիվ, առանձնապես չեն վայելում հանրային համակրանքի բավարար մակարդակ: Ուստի նրանց «դեմ»-ի ու «կողմ»-ի փաստարկները հանրության կողմից ասոցացվում են ներկայացնողի կերպարի հետ՝ դրանից բխող հետևանքներով:
Ինչպես ընդդիմադիրների, այնպես էլ դիմադիրների ճամբարներում ելույթների մեծամասնությունը կամ զուտ «քննադատական», կամ զուտ «փառաբանման» տիրույթին են վերաբերում: Մինչդեռ նրանք խոսում են սահմանդրության մասին, որը չի կարող լինել «վատ»-ը կամ «լավ»-ը: Այն իր մեջ կարող է ամփոփել ինչ-որ սկզբունքների հավաքածու, որոնց պատշաճ կիրառման պարագայում կարող են լուծել այս խնդիրները, մեկ այլ պարագայում՝ չեն կարող: Լիարժեք վատ կամ լավ սահմանդրություններ չեն լինում: Հարցը այս պարագայում ավելի շուտ նրանց կիրառաման ու օգտագործման տիրույթին է վերաբերում:
Կարծում եմ, եթե ցանկանում ենք հաջողված «քարոզական» բաղադրիչ ունենալ, պետք է շեշտադումը անել Սահմանադրության կարևորագույն կետերի՝ հասարակությանը հասանելի լեզվով ներկայացմանը: Իսկ ընդդիմադիր և դիմադիր որակումներին քաղաքացին վերջին առնվազն երկու տասնամյակում բավական լավ ծանոթ է: Մի տեսակ տպավորություն է ստեղծվում, որ Սահմանդրությունը կուսակցական ծրագիր է, մինչդեռ դա առաջին հերթին քաղաքացու քաղաքական իշխանություն ձևավորելու «ձեռնարկ» է....
