Պարգևավճարների աղմկահարույց թեմայից անմասն չմնաց նաև Նիկոլ Փաշինյանը և արտերկրյա այցի ընթացքում ֆեյսբուքյան ուղիղ եթերով որոշեց անդրադառնալ խնդրին: Փաշինյանի անդրադարձն, ինքնին, ցույց է տալիս, որ պարգևավճարների համատարած կիրառումը ոչ թե եղել է պատահական, հատվածական, այլ համակարգային երևույթ: Ավելին, խնդիրը բնավ նախորդ իշխանություններից եկող իներցիան չէ, ինչպես պնդում էին Փաշինյանի կողմնակիցները: Պարգևավճարների տրամադրումը իշխանության համար ունի շատ կարևոր քաղաքական նշանակություն: 

Ուղիղ եթերի ընթացքում Փաշինյանը խոսում էր այն մասին, որ պետական ապարատում կա լրջագույն կադրային խնդիր ու բազմաթիվ որակավորում ունեցող կադրեր հրաժարվում են աշխատել աշխատավարձի պատճառով: Ընդհանրապես կադրային քաղաքականության մասով բազմիցս ասվել է, որ կա խնդիր: Մի կողմից կա քաղաքական թիմ, որ ձևավորվել է հընթացս, հրապարակում և ամբողջովին պատրաստ չէ նոր որակի կառավարում իրականացնել, մյուս կողմից կա խնդիր նախկին իշխանության կադրերին ներգրավելու առումով: Մեկ այլ կողմից էլ պետությունն առայժմ չունի այնպիսի ֆինանսական միջոցներ, որպեսզի կարողանա ներգրավել համապատասխան կադրերի ու պատշաճ վճարել նրանց:

Սակայն միայն ֆինանսական կողմը չէ, որ բարդացնում է իշխանությունների կադրային քաղաքականությունը: Առանձին դեպքերում գուցե ֆինանսական կողմը ունի էական նշանակություն, սակայն, մեծ հաշվով, խնդիրը Հայաստանում գործող քաղծառայության ներկա համակարգի անարդյունավետությունն է: Քաղծառայության կամ, այլ կերպ ասած, պետական ապարատի ապաքաղաքական հատվածի հիմնական խնդիրը շարժունակության բացակայությունն է: Հայաստանյան պետական կառավարման համակարգում, մեծ հաշվով՝ նաև մասնավորում, բացակայում է, այսպես ասած, կարիերայի աճը: Մարդիկ տարիներով աշխատում են նույն տեղում, նույն աշխատավարձով՝ առանց աճի հեռանկարի: Քաղծառայության նախկին համակարգը էապես կախված էր քաղաքական ղեկավարությունից: Եթե քաղաքական ղեկավարությունը, օրինակ, սահմանում էր կարիերայի աճի կուսակցական չափանիշներ, քաղծառայության համակարգը ավտոմատ կերպով սկսում էր ենթարկվել այդ չափանիշներին: Հիմա էլ, երբ տեղի է ունեցել իշխանափոխություն, կրկին առկա է քաղաքական վերնախավի ու քաղծառայության համակարգի միջև որոշակի լարում, հնի և նորի կոնտեքստում կա ակնհայտ բախում այս երկու սուբյեկտների միջև:

Անշուշտ, Փաշինյանը ճիշտ է ասում, որ պարգևավճարները կարևոր են քիչ վարձատրվող աշխատողների համար: Որևէ մեկն այս մասով որևէ առարկություն չունի, հասարակությանը անհանգստացնում են ոչ թե միջին և ցածր օղակներում աշխատողներին պարգևատրելու հանգամանքը, այլ բարձրաստիճան պաշտոնյաների ինքնապարգևատրումը, որոնք առանց այդ էլ միջին համեմատականով բավական բարձր են վարձատրվում: Սակայն ֆինանսական պարգևատրումները կամ 13–րդ աշխատավարձը չէ, որ կարող են մոտիվացնել որակյալ կադրերին մնալ պետապարատում: Մեծ հաշվով այդ պարգևատրումները կամ 13–րդ աշխատավարձերը ոչ թե պարգևատրում են, այլ սփոփանք, առանձին բացառություններով՝ սիմվոլիկ վերաբերմունք: Ըստ այդմ, բացի աշխատավարձային թնջուկը լուծելուց, կարիք կա հասկանալ պետության՝ որպես խոշոր գործատուի, ինչպես նաև մասնավոր սեկտորի կադրային շարժունակության հարցը:
