«Խաղաղությանն այլընտրանք չկա, խաղաղության այլընտրանքը կատաստրոֆան է», – նախօրեին լրագրողների հետ զրույցում ասել է ՀՀ արտգործնախարար Զոհրաբ Մնացականյանը: Այս հայտարարությունը ինքնին, իհարկե, կարելի կլիներ քննարկել խաղաղության և պատերազմի մասին տեսական, բացառապես հասկացությունների շուրջ քննարկումների մակարդակում: Սակայն քաղաքական կոնտեքստը թույլ չի տալիս: Իսկ այդ կոնտեքստը ձևավորվում է իշխանափոխությունից հետո ակտիվացած ղարաբաղյան բանակցային պրոցեսով, այդ պրոցեսում ակնհայտ նկատվող խորհրդավորությամբ, ձևաչափերի ու ձևակերպումների փոփոխությամբ:

Ըստ այդմ, խաղաղության, ժողովուրդներին խաղաղության պատրաստելու, խաղաղության և աղետի հակադրման մասին ձևակերպումները իրենց մեջ պարունակում են կոնկրետ ազդակներ: 

Նախ. տպավորություն է ստեղծվում, թե հայկական կողմը համաձայնել է ադրբեջանական կողմի ջանքերով Հայաստանին վերագրվող ագրեսորի պիտակին, ընդունել է ադրբեջանական քարոզչության այն թեզը, որ մենք ռազմատենչ հասարակություն ենք, ու հիմա կարիք կա խաղաղության պատրաստել «հայ բարբարոսների ռազմատենչ բանակը»: Դիվանագիտական նրբանկատության իմաստով, իհարկե, միջազգային հարթակներում տրվող այս ձևակերպումները եթե ոչ ընդունելի, գոնե հասկանալի են: Բայց հասկանալի չէ այդ ձևակերպումների ակտիվ շրջանառումը ներքին լսարանի համար: Հատկապես, եթե հաշվի առնենք հեղափոխության համաժողովրդականության կոնտեքստը: Այսինքն, մի բան, որ էական դերակատարություն է ունեցել Հայաստանում տեղի ունեցած պրոցեսներում, սակայն հիմա միջազգային սուբյեկտների և Հայաստանյան իշխանությունների կողմից ստորադասվում է խիստ էլիտիստական, սնոբիստական ձևակերպումներին, ըստ որոնց, ժողովուրդն անդեմ է, ու նրան պետք է ինչ–որ բանի պատրաստել:

Մյուս խնդիրն այն է, որ կես խաղաղություն, կես պատերազմ վիճակում տարիներ շարունակ ապրած Հայաստանն ու հայ հասարակությունը դժվար են ընկալում խաղաղություն կամ աղետ երկընտրանքը: Այն հնչում է վերջնագրի պես: Եվ այս իմաստով իշխանությունները պետք է զգույշ լինեն ու կրեն խոսքի պատասխանատվություն: Խաղաղություն ձևակերպումն ինքնին, ադրբեջանական կողմի վարքագծի պայմաններում, Հայաստանում ընկալվում է որպես թուլության նշան, իսկ այդ կասկածելի խաղաղության այլընտրանք աղետն, ընդհանրապես, կարող է հասարակությանը ներշնչել բացասական ազդակներ, խուճապային տրամադրություններ: 

Մեծ հաշվով, իհարկե, խաղաղության այլընտրանքը պատերազմն է: Տեսական իմաստով սա կարելի է քննարկել: Սակայն գործնականում ամեն խաղաղություն չէ, որ պատերազմից հուսալի է: Հայաստանը պատմականորեն տեսել է տարատեսակ խաղաղության պայմանագրեր, որոնք ավարտվել են իրապես աղետով, ավելի մեծ աղետով, քան նույնիսկ պատերազմն էր: Ու սրան զուգահեռ նույն մեր պատմությունը ցույց է տվել, որ ցավալի պատերազմները հաճախ ավելի հուսալի գործիքներ են եղել խաղաղության կամ գոնե հարաբերական խաղաղության հասնելու համար: Եվ այս իմաստով իշխանությունները պետք է հասկանան, որ անկախ միջազգային հարթակներում ընդունելի ձևակերպումների տակ ստորագրելուց, Հայաստանն իր պատմությամբ, այդ պատմության փորձով ու դրա գիտակցական կամ ենթագիտակցական ընկալմամբ այս ձևակերպումները կարող է չմարսել:
