Հանգիստ նստե՞լ, թե՞ ակտիվ քայլել. քաղաքական երկընտրանք
ANALYSISՆախօրեին վարչապետ Փաշինյանը ֆեյսբուքյան իր էջում գրել էր. «Օրվա բոցը» ժանրի հարց, որ լսել եմ այսօր. «Պարոն վարչապետ, հիմա հանգիստ նստենք տեղնե՞րս, թե՞ վեր կենանք ու քայլենք»: Փաշինյանը նշել է, որ մտածում է պատասխանի վրա:
Իրականում այս հումորային տոնայնությամբ արված գրառումն արտահայտում է Հայաստանում ներկայիս ձևավորված քաղաքական իրավիճակը՝ իր բոլոր՝ լավ ու վատ կողմերով: «Հանգիստ նստեք տեղներդ» ձևակերպումը չնայած ուղղված էր նախկին իշխանության ներկայացուցիչներին ու նրանց հետ ենթադրաբար կապ ունեցող ներկաներին, սակայն ընկալվել է որպես ի շ խ ա նու թյան ար ձ ա գանք բո լ ո ր «ապակայունացնող» սուբյեկտներին: Մյուս կողմից էլ «վեր կաց և քայլիրը» կամ դրա տողատակը՝ ժողովրդին քաղաքականությանը և տնտեսությանը ակտիվ մասնակից դարձնելու կոչերը հակասում են հանգիստ նստելու տրամաբանությանը:
Խնդիրը, թերևս, այն է, որ գծված չէ հանգիստ նստողների ու քայլողների սահմանը: Իշխանությունը չի հստակեցնում, թե ովքեր պիտի հանգիստ նստեն տեղները՝ միայն նախկին իշխանություննե՞րը, թե՞ բոլոր նրանք, ովքեր կարող են ինչ–որ պահից խանգարել իշխանությանը: Միաժամանակ ժողովրդին աշխատելու, մասնակցելու, ակտիվ լինելու կոչերը այնքան շատ են, բայց դրանց մեխանիզմներն այնքան քիչ, որ անհստակ է, թե մինչև որ սահմանը կարելի է քայլել, որպեսզի չհայտնվես տեղում հանգիստ նստողների ճամբարում:
Փաշինյանի մեջբերած «բոցն», իրականում, փիլիսոփայական դիլեմա է, որն արտահայտում է ներկայիս քաղաքական իրավիճակի, այդ իրավիճակում առկա սուբյեկտների փոխհարաբերությունների ողջ դիապազոնը: Սպասել մինչև լավ կլինի՞, թե՞ աշխատել առանց սպասելու, բացառապես հետևել պաշտոնական կուրսի՞ն, թե՞ առաջ տանել սեփականը: Սրանք հռետորական հարցեր են, որոնց տակ թաքնված երկու հակադիր մոտիվացիաների մեջ իշխանությունը չի կողմնորոշվել:
Գրառման վերջում Փաշինյանը նշում է, թե մտածում է պատասխանի վրա: Հուսանք՝ պատասխանը չի ուշանա: Իսկ մեր կողմից հուշում. երևի ոմանք իրոք պիտի հանգիստ նստեն տեղները, որ մյուսները կարողանան վեր կենալ ու քայլել: Ու կապ չունի, թե նշյալ «ոմանք» ովքեր են ու որ «ճամբարից»:
