Միրզոյանի այցի «հակառակ երեսը»

Նախօրեին ավարտվեց ԱԺ նախագահ Արարատ Միրզոյանի գլխավորած պատվիրակության այցը Մոսկվա, որը հայրենի մամուլում ունեցավ տարբեր արձագանքներ՝ թե դրական, թե բացասական շեշտադրությամբ: Այս դիտարկման մեջ կխոսենք այցի «հակառակ կողմի» մասին:

Ցանկացած պատվիրակության այցի ժամանակ, երբ որևէ խորհրդարանի նախագահ մեկնում է արտասահման այցի` հանդիպումներ են կազմակերպվում խորհրդարանի նախագահի, եթե արտասահմանյան երկրի խորհրդարանը երկպալատանի է` երկու պալատների նախագահների հետ, կամ ասենք այդ երկրի վարչապետի, պաշտոնական այցերի դեպքում` նաև նախագահի հետ: Եթե Պետդումայի նախագահ Վլադիմիր Վոլորդինը չէր ընդունելու ՀՀ  ԱԺ նախագահին ու նրա գլխավորած պատվիրակությանը, այցը պետք էր հետաձգել` մինչև նաև այդ հանդիպման պայմանավորվածությունը կայանար:

Ակնհայտ կարող ենք ֆիքսել, որ տեղի ունեցածը լուրջ կիքս է, և այստեղ իր թերացումներն ունի նաև ՌԴ-ում ՀՀ դեսպանատունը. ավելին՝ տեղի ունեցածը դեսպանատան վատ աշխատանքի հետևանք է: Գնալ Մոսկվա և հանդիպել միայն Դաշնային Ժողովի նախագահ Վալենտինա Մատվիենկոյին, ՀՀ ԱԺ նախագահի ու ՀՀ պառլամենտարիզմի համար պատվաբեր չէ: Գուցե ԱԺ-ում չեն հասկանում ու չեն կարևորում արարողակարգային նրբությունները, բայց միջազգային ասպարեզում այդ դիտարկումն արվում ու գնահատականը տրվում է` եզրակացություններով հանդերձ:

Կատարվածը չի արդարացնում այն պրիմիտիվ թեզով, թե Միրզոյանն առաջին անգամ ելույթ է ունեցել ՌԴ Դաշնային Ժողովում և այլն: Առավել ևս, որ իր ելույթում նա չափազանց կարևորել է հայ-ռուսական համագործակցությունը: Արդարության առաջ չմեղանչելու համար պետք է նշել, որ ելույթում Միրզոյանն անդրադարձել է Սումգայիթի դեպքերին ու Ադրբեջանի տարբեր քաղաքներում հայերի էթնիկ զտումներին: Նա իր դժգոհությունն է հայտնել նաև, որ Բաքվում տեղի ունեցող ակցիաներին մասնակցում են Պետդումայի պատգամավորները, այդ թվում հայ-ռուսական միջխորհրդարանական հանձնախմբի անդամները:

Այն ինչ տեղի ունեցավ Միրզոյանի այցին զուգահեռ, մեղմ ասած տարրական հարգանքի բացակայություն է ու քաղաքական դեմարշ, այլապես ինչպես կարելի է ընկալել, երբ ԱԺ խոսնակի Մոսկվա այցի օրերին Պետդումայի հայ-ռուսական միջխորհրդարանական հանձնախմբի անդամները Բաքվում հակահայկական երթի են մասնակցում: Իրականում Արարատ Միրզոյանը ոչ թե պետք է այդ առիթով ափսոսանք հայտներ ու դիվանագիտական քողարկմամբ մեսիջներ հղեր ՌԴ իշխանություններին, այլ այցը ընդհանրապես հետաձգեր առավել հարմար պահի, երբ այդ սկանդալը հարթված կլիներ, կամ Պետդուման որևէ բացատրություն ներկայացրած կլիներ հայկական կողմին:

Ամփոփելով նշենք, որ խորհրդարանական հանրապետությունում պառլամենտի նախագահը ոչ միայն իր անձն է ներկայացնում ու իր կուսակցությունը, այլև` պետությունը: Իսկ պետության վարկի ու հեղինակության հետ շատ զգույշ ու հարգանքով պետք է վարվել:
