«Եվրոպական» հումանիզմ VS պետական անվտանգություն

Ալեն Ղեւոնդյանը Ֆեյսբուքյան իր էջում գրում է.

Աշխարհում ամեն օր հազարավոր մարդիկ են զոհվում: Զոհվում են սովից, ջրի պակասից, քաղաքացիական պատերազմներից, հիվանդություններից, հազար այլ պատճառից... Երեկ Փարիզում (ինչպես նաև Բեյրութում, Բաղդադում, որոնց մասին կարծես այդքան էլ չի խոսվում) տեղի ունեցան ահաբեկչական ակտեր, որոնց զոհ գնացին հարյուրից ավել մարդիկ, քաղաքացիական անձինք:

Անկասկած, ցանկացած ահաբեկչություն, որի արդյունքում քաղաքացիներ են սպանվում, մեծ ողբերգություն է: Սակայն, քանի որ աշխարհում դոմինանտ է «ուժեղի բարոյականությունը», ուստի Ֆրանսիայում զոհվածների վերաբերյալ աշխարհն ամեն վայրկյան պետք է խոսի (ԶԼՄ-ների համար դա ինչ-որ առումով «շոու» է), դրան արձագանքի, մինչդեռ՝ ասենք Իրաքում և Սիրիայում արաբների գազանաբար հարյուրապատիկ ավել սպանությունները գործնականում չեն հետաքրքրում ոչ մեկին (վերջինն այն էր, որ ԻՊ-ը սիրիացի 200 երեխայի գնդակահարեց ու դրա տեսագրությունը հայտնվեց համացանցում): Սա հազարամյա «ճշմարտություն» է, որը մյուս կողմից՝ բարոյագիտության և արժեքաբանության հարց է, ուստի սրա շուրջ բանավերճը կարող է հանգեցնել առ ոչնչի...

Սակայն, կարծում ենք, այստեղ եվրոպացիների համար հարցն առավել խորքային է, քան զուտ ահաբեկչությունը: Հիմնական խնդիրն այս պարագայում մարդու «եվրոպական հումանիտար իրավունքի» և «պետության անվտանգության» սահմանի ուրվագծման և դրա հարաբերակցության ընդունելի ռեժիմի ապահովման մեջ է: Եվ դա այն պարագայում, երբ աշխարհում «խաղի կանոներն» այնպիսին են, ինչպիսիք կան (գործնականում էականորեն չեն էլ փոխվել): Այսօր հումանիստական մեթոդները հանգեցրել են նրան, որ վտանգը ոչ թե բխում է այլ պետություններից (չնայած այդ տարբերակը նույնպես օրակարգում դեռ կան), այլ անորոշ ուրվագծում ունեցող կառույցներից, ովքեր «անդեմ» են, ու գործում են ոչ համաչափ մեթոդներով: Սա էականորեն բարդացնում է պետության անվտանգության ապահովման օրակարգը հատկապես բազմազգ և մուլտիկուլտուրալ երկրներում:

Որպես այս ամենի տրամաբանական հետևանք և արդյունք՝ շատ իրատեսակն կլինի ոչ միայն պետության կողմից անվտանգության հավաքական և անհատական ռեժիմների սրացումը, այլ նաև եվրոպական ազգայնականության կտրուկ աճը, որն՝ առնվազն Ֆրանսիայում ու Գերմանիայում ակտիվացման էական բազա ունի:

Վերջիվերջո այս ամենը բավական կանխատեսելի էր, քանզի ամեն քայլ Մերձավոր Արևելքում հանգեցնում է, ոչ համաչափ արձագանքի, ու փոխազդեցության: Ու ամենից վտանգավորն այն է, որ սա, կարծես, միայն սկզիբն է: Այս տեսանկյունից ամենից «անհասկանալին» իհարկե Թուրքիայի հետախուզական գերատեսչության հրապարակային արձագանք էր և դրա՝ միգուցե սպասվելիք միջազգային ռեակցիաները: 
Ինչևէ, աշխարհը գնում է գլոբալ հակադրության նոր փուլի ու մենք էլ կարծես այդ հակադրության օրակարգից զերծ չենք մնալու:
