Սև շուկան կմեծանա. շահողը բանկերը կլինեն
ECONOMICSԱյսօր առավոտյան ՀՀ կառավարության շենքի դիմաց բողոքի ակցիա էին անցկացնում ՀՀ-ում գործող գրավատների եւ փոխանակման կետերի տասնյակ աշխատակիցներ: Պատճառը «Պետական տուրքի մասին» ՀՀ օրենքում սպասվող փոփոխություններն են։ «Պետական տուրքի մասին ՀՀ օրենքում փոփոխություններ եւ լրացումներ կատարելու մասին» նախագծով պատրաստվում է 60 անգամ ավելացնել նշված ոլորտների պետական տուրքը, ինչի արդյունքում գրավատների համար ներկայիս 100.000 դրամի փոխարեն կսահմանվի 6 միլիոն, փոխանակման կետերի համար՝ 50.000-ի փոխարեն՝ 3 միլիոն դրամ պետտուրք:

«Տնտեսական որևէ հաշվարկ չկա, թե ինչու հենց 3 միլիոն դրամ: Գլխավոր նպատակը շուկայի խոշորացումն է: Օրենքի ընդունումից հետո կմնան մեկ կամ մի քանի ցանցեր, որոնք նման ծառայություններ կիրականացնեն: Սա թույլ կտա պետությանը՝ ավել հեշտ վերահսկել դաշտը: Խնդիրը ոչ միայն բյուջեն լցնելն է, այլ հենց խոշորացումը:
Տուրքը 60 անգամ բարձրանում է, այսինքն 60 գրավատներից կամ փոխանակման կետերից միայն մի երկուսը կկարողանան վճարել հարկը և կշարունակեն աշխատել»,-ասում է տնտեսագետը և հավելում, որ բանկերի համար այս փոփոխությունները բավականին շահավետ են, քանի որ սպառողները կօգտվեն միայն բանկերից:
Ըստ նրա՝ հասարակության համար խնդիր է դառնում ոչ միայն գործազրկությունը, նախ խնդիրներ են առաջանում սպառողների համար, քանի որ երբ խոշորացումներ լինեն, այդ ցանցերը կսահմանեն մոնոպոլ գներ իրենց ծառայությունների համար, սպառողը կգնա ֆինանսական ռիսկային գործարքների, ինչը դեմ է սպառողների շահերին:
«Բացի դա, այս ամենը կարող է հանգեցնել «սև շուկայի» առաջացման, որը վերահսկելու համար էլ ԿԲ- ն և ՊԵԿ-ը պետք է վերահսկողության լրացուցիչ վարչարարություններ ստեղծեն: Օրենքի մեջ կա նաև գոտիավորման խնդիրը. մարզերում գործող կետերն էլ նույն չափով են հարկվելու: Սա պետք է կարգավորել և հարկումն անել տարբերակված ձևով: Սա կբերի կենտրոնացման, նման ծառայություններ կլինեն միայն Երևանում և մարզկենտրոններում: Կենտրոնացումն էլ իր հերթին կունենա բացասական ազդեցություն և կբերի մեր երկրի ոչ համաչափ զարգացման: Իմ կարծիքով, այս փուլում այս օրենքի ընդունումը ճիշտ չէ»,- ասաց տնտեսագետը:
