«Սև կատո՞ւ» Արմեն Սարգսյանի ու Նիկոլ Փաշինյանի միջև
ANALYSISՄարտի 12-ին Ստեփանակերտում տեղի ունեցած` Հայաստանի ու Արցախի անվտանգության խորհուրդների համատեղ նիստը, քաղաքական առումով, ավելի տպավորիչ կլիներ, եթե չուղեկցվեր ներիշխանական սկանդալով։ ԱՀ մայրաքաղաքում անցկացված իրապես պատմական նիստը նպատակ ուներ ցույց տալ երկու հայկական պետությունների, մեր ժողովրդի միասնականությունը, ու պատշաճ կլիներ, եթե դրան մասնակցեր նաև Հայաստանի նախագահ Արմեն Սարգսյանը, թեև նա ԱԽ անդամ չէ։
ԱԽ նիստի նախօրեին մամուլը տարակուսում էր, թե ինչու Ստեփանակերտ չի մեկնել հանրապետության չորրորդ նախագահը, թեպետ Արցախի մայրաքաղաքում էր, օրինակ, Հայաստանի խորհրդարանի նախագահ Արարատ Միրզոյանը, ով ի պաշտոնե նույնպես ԱԽ անդամ չէ։
Հեղափոխության թիմը Սարգսյանին Արցախ չէր հրավիրել կա՛մ ավանդական դարձած թափթփվածության, կա՛մ էլ այն պատճառով, որ նրան յուրային չի համարում։ Ամեն դեպքում գործ ունենք բացասական հետևանքներով հղի իրավիճակի հետ, որովհետև ցանկացած դեպքում ակնհայտ է պետական մտածողության դեֆիցիտը։
ԶԼՄ-ների տարակուսանքից հետո պարզվեց, որ Արմեն Սարգսյանին նիստի նախորդ օրվա ուշ երեկոյան, փաստացի՝ նիստից ժամեր առաջ, այնուամենայնիվ, հրավիրել են Արցախ։ Նախագահի գրասենյակը շտապեց տեղեկացնել, որ Արմեն Սարգսյանը մարտի 11-ի ուշ երեկոյան հրավիրվել էր մասնակցելու մարտի 12-ին Արցախում կայանալիք ԱԽ նիստին, սակայն տեխնիկական պատճառներով հանրապետության նախագահը Ստեփանակերտ չի մեկնել։
Եթե պաշտոնական հաղորդագրության մեջ հիշատակվում է «ուշ երեկոյան» արտահայտությունն, ապա ակնհայտ է, որ Սարգսյանը պատշաճ չի համարել իրեն հասցեագրված հրավերի ձևն ու արժանապատիվ կեցվածքով հրաժարվել է մեկնել Արցախ։
Ինքնին հասկանալի է, որ ԱԽ նիստն ընդամենը պատրվակ է, ու Փաշինյանի թիմի ու Սարգսյանի միջև հակասություններն ավելի խորքային բնույթ են կրում։ Չնայած այն հանգամանքին, որ նախագահն անգնահատելի կայունացնող դեր է խաղացել հեղափոխության օրերին ու դրան հաջորդող անցումային շրջանում, ակնհայտ է, որ անցած գրեթե մեկ տարում նա չի կարողացել ինտեգրվել իշխանության նոր էլիտային, որը «քայլողների» շրջանակից դուրս ցանկացած մեկի մեջ տեսնում է օտարի կամ մրցակցի։
Հեղափոխական էյֆորիան նահանջում է՝ անխուսափելիորեն հանգեցնելով Նիկոլ Փաշինյանի ու նրա թիմի վարկանիշի կորստին, ինչն ավելի է մեծացնում խանդը միջազգային մեծ հեղինակություն ունեցող Արմեն Սարգսյանի հանդեպ։ Մինչդեռ պետական մտածողությունը պահանջում էր Փաշինյանի ու նրա թիմի հեղափոխական ավյունը, հանրային ռեսուրսը համադրել Արմեն Սարգսյանի փորձառության, միջազգային հեղինակության հետ։ Այդ դեպքում պետությունը միայն կշահեր, սակայն միշտ չէ, որ մեր էլիտան կարողանում է սանձել խմբային շահերը։
