Անցած տարի Փաշինյանի հեղափոխությունը զարգացավ «Մերժիր Սերժին» պահանջ-կարգախոսի տրամաբանության շրջանակներում։ Կարգախոսն ինքնին պարզունակ էր, սակայն ճշգրտորեն արտահայտում էր այն տրամադրությունները, որոնք կային հանրային միջավայրում։

Բանն այն է, որ 2015-ի սահմանադրական փոփոխությունները միանգամայն նոր իրավիճակ էին ստեղծել նախորդ համակարգի տրանսֆորմացիայի գործընթացում։ Արտաքուստ անցում էր կատարվել ավելի ժողովրդավարական խորհրդարանական համակարգին, սակայն ակնհայտ էր, որ 2018-ի ապրիլին ձևավորվելու էր անձնակենտրոն իշխանություն՝ Սերժ Սարգսյանի իշխանավարման երրորդ ժամկետում։

Հայաստանի հասարակությունն՝ իր արժեքային համակարգով, նման ավտորիտար մշակույթ հանդուրժել չէր կարող։ Նախ՝ երրորդ հանրապետության մեջ չէր եղել նախադեպ, երբ առաջին դեմքերից մեկը խախտեր երրորդ անգամ չպաշտոնավարելու քաղաքական, հոգեբանական տաբուն։ Հենց միայն այդ փաստը բավարար էր, որ բոլորն արդարացիորեն պնդեին, որ Սերժ Սարգսյանով անցում է կատարվում ոչ թե կառավարման խորհրդարանական մոդելին, այլ վերականգնվում է, այսպես կոչված, «գենսեկական» համակարգը, որտեղ ամբողջ իշխանությունը կենտրոնացած է մեկ մարդու ձեռքում, իսկ պետական ինստիտուտներն ու նույնիսկ իշխող կուսակցությունը կատարելու են դեմոկրատական դեկորացիայի դերակատարություն։

Մեծ հաշվով՝ հեղափոխությունն ուղղված էր հենց այս համակարգի դեմ։ Սերժ Սարգսյանը հեռացավ, բայց անձնակենտրոն իշխանության ուրվականը մնաց Հայաստանում։ Այսօր նույնպես ամբողջ իշխանությունը կենտրոնացած է մեկ մարդու՝ Նիկոլ Փաշինյանի ձեռքում. կառավարության, խորհրդարանի լեգիտիմության հիմքում բացառապես վարչապետի բարձր վարկանիշն է, ավելին՝ երկրում չկա կենսունակ համակարգ, արդյունավետ կառավարումն ու իշխանության կայունությունը հենվում են բացառապես Փաշինյանի անձի վրա։

Գրավատների և տարադրամի փոխանակման կետերի աշխատակիցները երեկ կառավարության դիմաց կրկին բողոքի ակցիա են արել՝ դժգոհելով «Պետական տուրքի մասին» օրենքի փոփոխությունից: Գրավատների և տարադրամի փոխանակման կետերի աշխատակիցները հիմնավորումներ են պահանջում` ոլորտի պետական տուրքը 60 անգամ բարձրացնելու նախաձեռնության վերաբերյալ: Նրանք հանդիպում են պահանջում միայն վարչապետ Նիկոլ Փաշինյանի հետ: Բողոքավորները կառավարության այլ ներկայացուցչի հետ հանդիպել չեն ուզում, որովհետև առնվազն ենթագիտակցորեն հասկացել են, որ այս կառավարությունում հարցեր լուծող միակ պաշտոնյան Փաշինյանն է։ Նրանք, դժբախտաբար, ունեն նախադեպ, որովհետև ժամանակին նույնիսկ Չարենցավանի դպրոցներից մեկի տնօրենի հետ կապված խնդիրը չկարողացան հանգուցալուծել ո՛չ կրթության նախարարը, ո՛չ էլ, առավել ևս, Կոտայքի մարզպետը, ու ստիպված կրթօջախ մեկնեց վարչապետը։

Անձնակենտրոն իշխանությունը ռիսկային է՝ կայունության ու կառավարման արդյունավետության իմաստներով։ Հիմա շատ պրոբլեմներ տեսանելի չեն, որովհետև Նիկոլ Փաշինյանի վարկանիշը բարձր է։ Սակայն իրավիճակը կարող է փոխվել, ինչից հետո իշխանությունը պետք է ընտրի ավտորիտարիզմի կամ ճգնաժամի ճանապարհը։
