Ծավալուն հայտարարություն է տարածել ՀՅԴ Հայաստանի Գերագույն մարմնի մասնագիտական ոլորտային հանձնախմբերի գրասենյակը: Անդրադարձ է կատարվում կառավարության անդամների նշանակման սահմանադրական հարցին: Փաստաթղթում նշվում է, որ թե՛ կառավարության, թե՛ հանրապետության նախագահի ու նաև Ազգային ժողովի կողմից դեռևս հանդիպում են իրավունքի և օրենքի գերակայության, ինչպես նաև սահմանադրական այլ սկզբունք-նորմերի անտեսման: ՀՅԴ փաստարկները, հանուն արդարության, բավականին օբյեկտիվ են։ Եթե պատմաբանները հետագայում որոշեն անուն տալ այսօրվա կառավարությանը, թերևս ամենահաջողվածը լինելու է «կիսատ կաբինետ» որակումը։ Ֆորմալ առումով՝ կառավարությունը համարվում է կազմավորված, եթե նշանակվել են կառավարության անդամների առնվազն 2/3-ը: Սա, իհարկե, չի նշանակում, որ դեռևս դե յուրե գոյություն ունեցող նախարարությունների ղեկավարներ չնշանակելով՝ չեն խախտվել սահմանադրական նորմեր, որովհետև կառավարության գործող կառուցվածքով կառավարության անդամի թեկնածու չներկայացնելը և չնշանակելը օրինական չէ:

Առհասարակ կիսատությունն այս կառավարության գործունեության հիմնական բնութագրիչներից մեկն է։ Կառավարության նոր կառուցվածքի նախագիծը կա, բայց ոչ միայն ընդունված չէ, այլ նույնիսկ ներկայացված չէ խորհրդարանի հաստատմանը։ Ամիսներ շարունակ խոսվում է հարկային բարեփոխումների մասին, սակայն դեռ չեն սկսվել անգամ ՀՕ կոսմետիկ բարեփոխումներ ենթադրող նախագծի քննարկումները։ Էլ չենք ասում այն մասին, որ, օրինակ, անցումային արդարադատության մարմինների ստեղծման անհրաժեշտության մասին դեռ միայն լսում ենք՝ առանց հայեցակարգի ու կոնկրետ նախագծերի։

Նիկոլ Փաշինյանի թիմը փորձում է անարդյունավետ կառավարման բացը լրացնել քարոզչությամբ ու ռեպրեսիվ մեթոդներով։ Նման ճանապարհն արդյունավետ չէ ու ժամանակի ընթացքում հեղափոխության թիմից օտարանալու են հասարակության ոչ միայն գիտակից շերտերը, այլ նաև, այսպես կոչված, բողոքական ստվար զանգվածը կամ լ յումպենը։ Դրանից հետո վստահության ճգնաժամը հանգեցնելու է համակարգային վակուումի՝ կանխատեսելի հետևանքներով:

Հերոսությունն առողջության նման է ու ամենօրյա խնամքի կարիք ունի՝ կիրակի օրը ԵԿՄ համագումարի պատվիրակներին արդարացիորեն հորդորում էր Նիկոլ Փաշինյանը։ Վարչապետը նկատի ուներ, որ ոչ մեկին հերոսությունը չի փրկում պատասխանատվությունից։ Նույն արտահայտությունը, որոշակի փոխակերպումով, վերաբերում է հեղափոխական իշխանությանը։ Հեղափոխությունը չի կարող ծածկել անարդյունավետ կառավարման բացերը, ոչ էլ հասարակության օբյեկտիվ դժգոհությունից ապահովագրվելու ալիբի կարող է հանդիսանալ։ Ժամանակի ընթացում էյֆորիան նահանջում է, ու հասարակությունը սկսում է ավելի սթափ գնահատել իրողությունները։

1991-ի նախագահական ընտրություններում Լևոն Տեր-Պետրոսյանը ստացել էր մոտ 83% քվե, իսկ ընդամենը հինգ տարի անց նախագահի պաշտոնը կարճ ժամանակով պահպանեց վիճահարույց ընտրությունների արդյունքում։ Վատ չէր լինի, որ Նիկոլ Փաշինյանը հիշեր պատմական այս նախադեպի մասին։
