Յուրաքանչյուր հեղափոխություն խորքային գործընթաց է, որը տրանսֆորմացնում է հանրային վերաբերմունքը արժեքների, պետական ինստիտուտների, բազմաթիվ երևույթների հանդեպ, որոնց դեռ երեկ այլ հայացքով էր նայում հասարակությունը։ Հայաստանում անցած տարի տեղի ունեցած թավշյա հեղափոխությունը բացառություն լինել չէր կարող։

Մյուս կողմից՝ Նիկոլ Փաշինյանն, ըստ էության, իշխանության եկավ փաստացի սահմանադրական ճանապարհով՝ գոնե առերևույթ պահպանելով բոլոր լեգիտիմ ընթացակարգերը։ Նույնիսկ այն բանից հետո, երբ անցած տարվա մայիսի 1-ին խորհրդարանը չհաստատեց նրա թեկնածությունը երկրի վարչապետի պաշտոնում, Երևանի փողոցներում ու հրապարակներում հավաքված տասնյակ հազարավոր մարդիկ գրոհով չվերցրեցին ԱԺ շենքը կամ հաշվեհարդար չտեսան պատգամավորների հետ։

Այս ամենն, անշուշտ, գովելի է ու թույլ տվեց, որպեսզի հեղափոխությամբ իշխանության եկած թիմը չունենա լեգիտիմության խնդիր։ Մյուս կողմից՝ Նիկոլ Փաշինյանը չկարողացավ դիմանալ հեղափոխականության գայթակղությանը արդեն վարչապետի պաշտոնում։ Անցած մեկ տարվա իրադարձությունները ցույց են տալիս, որ հետևողականորեն վարկաբեկվել են պետական ինստիտուտները։ Կրկնում եմ՝ այստեղ կա հեղափոխության օբյեկտիվ գործոնը, սակայն պետական ինստիտուտների հեղինակության փոշիացումը հեռանկարի առումով կարող է անշրջելի հետևանքների բերել։ Սա կանխելու համար անհրաժեշտ է, որպեսզի Փաշինյանը կարողանա հեղափոխական պոպուլիզմը փոխարինել պետական օրակարգով։

Օրինակ՝ հասկանալի է, որ հեղափոխության հաղթանակից հետո՝ առնվազն մինչև նոր խորհրդարանական ընտրությունները, պետք է թիրախավորվեր ՀՀԿ-ն, որը մեծամասնություն էր կազմում նախկին ԱԺ-ում։ Սակայն հեղափոխության թիմը ճիշտ ակցենտներ չդրեց, ինչի հետևանքով ավելի շատ վարկաբեկվեց խորհրդարանական ինստիտուտը։ Այդ կամպանիայի կուլմինացիան դարձան անցած տարվա հոկտեմբերի 2-ի իրադարձությունները, երբ ցուցարարները՝ Փաշինյանի գլխավորությամբ, գրոհեցին խորհրդարանի այգին։ Ընդ որում՝ այն, ինչը Փաշինյանն ու նրա կողմնակիցները այդ օրը որակեցին որպես հակահեղափոխական, օրեր առաջ միանգամայն օրինական համարվեց ՍԴ կողմից։ Խոսքը ԱԺ կանոնակարգի հայտնի փոփոխությունների մասին է։

Սակայն «գրոհն» արդեն կազմակերպվել էր, ինչի հետևանքով Փաշինյանի թիմը լուծեց պրակտիկ խնդիր՝ անխուսափելի դարձրեց արտահերթ ընտրությունների անհապաղ անցկացումը։ Բայց նման ձևով խնդրի լուծումը հանգեցրեց նրան, որ վարկաբեկվեց խորհրդարանը, որպես ինստիտուտ՝ սասանվեց նրա հեղինակությունը, ինչի հետևանքներն իրենց զգացնել տվեցին արդեն արտահերթ ընտրությունների ժամանակ։ Նոր խորհրդարանը՝ իր կադրային կազմով, քաղաքական որակով, չի կարող լինել իշխանության կենտրոն ու իրականացնել գործադիր իշխանության վերահսկողությունը։ Սա արդեն ուղիղ ճանապարհ է, ավտորիտար կառավարումը վերականգնելու լուրջ ռիսկ։

Խնդիրն առկա է նաև այլ կառույցների պարագայում, երբ մեկի դերակատարումը բարձրացնելու համար տրորվում է մյուսի հեղինակությունը: Խոսքը թե՛ ՊՎԾ-ի, թե՛ ԱԱԾ-ի, թե՛, առավել ևս, ՀՔԾ-ի մասին է:

Պետական համակարգի տոտալ հեղինակազրկումը հանգեցնելու է մի իշխանության գոյության, որի կայունության միակ երաշխիքը մեկ անձի հեղինակությունն է։ Սա ճգնաժամային իրավիճակի տանող ամենակարճ ճանապարհն է։
