Կառավարության նախաձեռնությամբ շրջանառության մեջ դրված տարածքային կառավարման մասին օրենքը պետական կառավարման ամենաչկայացած ինստիտուտներից մեկի՝մարզպետների ինստիտուտի ռեինկարնացիայի փորձ է նախատեսում, որտեղ պետք  են արհեստականորեն ավելացնել և ընդլայնել պետական այդ կառույցի լիազորությունները՝ ի հաշիվ համայնքների ղեկավարների  լիազորությունների:

Առաջիկա գործընթացները, ըստ որի յուրաքանչյոր մարզպետ իր ենթակա մարզում իրեն պահում է նապոլեոնական գործելաոճով, հանգեցնում է նրան, որ մենք նորից բախվում ենք նախկին գործելաոճին, երբ քննադատվում էին լիսկաներն ու լոնդիկները: Երիտասարդ մարզպետները շատ արագ ընդօրինակում են իրենց նախորդների՝ այսպես կոչված քրեաօլիգարխիկ ու կոռուպացված համակարգի որդեգրած գործելաոճը: Ասված գործելաոճ են որդեգրել օրինակ Կոտայքի, Սյունիքի Լոռու մարզպետները: Առանձնակի քննարկման թեմա է Արարատի լեգենդ մարզպետը, ով ամենատարբեր առիթներով իր անհասկանալի պահվածով դառնում է լրատվականների ուշադրության կենտրոնում, իսկ սոցհարթակում՝ ուղղակի ծաղրանքի թիրախում:

Ակնհայտ է, որ մարզպետները կառավարության անմիջական դրածո-կառավարիչներն են, որոնց առաջ ներկայումս խնդիր է դրված յուրաքարչյուրն իր տարածքում ունենա պայքարի գաղափարակից մարտիկների ամբողջական բանակը, հենց դա է պատճառը, որ ՏԻՄ ընտրություններին ընդառաջ նրանք ձեռնամուխ են եղել սեփական թեկանծուների PR-ը կազմակերպել անձամբ՝ անցկացնելով նախընտրական քարոզարշավները:

Ըստ ամենայնի՝ կարելի է եզրակացնել, որ ՏԻՄ համակրգում սպասվող առաջիկա ընտրությունների արդյունքներից էլ հավանաբար կախված կլինի մարզպետների լինել չլինելու հարցը:
