ANALYSISՆախորդ տարվա նոյեմբեր ամսից սկսած, իշխանությունները հաճախ են խոսում ստվերային այգիների, այսպես կոչված, ջերմոցային մաֆիայի առկայության մասին: Անգամ նշվում էր, որ ստվերային հողեր գոյություն ունեն, որոնց բացահայտմանն ուղղված գործուն քայլեր են ձեռնարկվում և մոտ ապագայում մենք կտեսնենք ապօրինի հողօգտագործողների իրական դեմքերը:
Սակայն ամիսներն անցնում են, իսկ այս հարցում առաջընթաց չկա: Ավելին, ՀՀ Անշարժ գույքի կադաստրի պետ Սարհատ Պետրոսյանն, օրինակ, հայտարարում է, որ Կադաստրի կոմիտեն իր գործառույթների իրականացման ժամանակ երբեմն առնչվում է «ստվերային» հողերի դեպքերի, բայց կոմիտեն չունի որպես այդպիսին տեսչական գործառույթներ, և բոլոր բացահայտումները ուղարկվում են իրավապահ մարմիններին: Որպես այդպիսին, սակայն, մեզ հայտնի չեն դեպքեր, երբ նմանատիպ քրեական գործեր հարուցված լինեն: Նույնը կարելի է ասել նաև ջերմոցների և, այսպես կոչված, ջերմոցային մաֆիայի մասին:
Երեւանում ու մարզերում խոշոր ջերմոցային կամ անասնապահական տնտեսությունների տերերը նույն մարդիկ են, որոնց անուններն անգիր գիտենք: Խոսքը հատկապես նախկին պաշտոնյաների և օլիգարխների մասին է, որոնց ջերմոցները և այնտեղ կատարվող մի շարք մախինացիաներ մինչ օրս էլ ամբողջությամբ ուսումնասիրված չեն պատկան մարմինների կողմից, ասել է թե` անգամ «Նոր Հայաստանում» նրանք շարժվում են հին, չգրված օրենքներով: Այժմ, հետաքրքիր է՝ ի՞նչն են բացահայտելու կամ բացահայտել: Գյուղատնտեսության անկումը վերջին ամիսներին այնքան ակնառու էր, որ անգամ վիճակագրական տվյալների մեջ չեն ներառել ոլորտի թվերը՝ տնտեսության ընդհանուր պատկերը չապականելու համար: Ի՞նչ է ստացվում. իշխանությունները չեն գտնում ստվերային հողերի, ջերմոցների իրական տերերին, թե՞ գտել են, պարզապես չեն ցանկանում քանդել մեղվի բույնը…
