Դժվար է ասել՝ աշխարհում քանի՞ դեպք է եղել, երբ գործող իշխանությունը գործադուլի, դասադուլի կոչ անի, բողոքի ակցիաներ կազմակերպի այն պարագայում, երբ բացարձակ չկա սահմանադրական ճգնաժամ, երբ իշխանությունը ամբողջովին մեկ ուժի ձեռքում է:

Դժվար է ասել՝ աշխարհում ևս քանի՞ երկիր կա, ուր գործադիր իշխանության ներկայացուցիչը կոչ է անում ճնշում գործադրել դատական իշխանության նկատմամբ՝ խախտելով սահմանադրական հնարավոր ու անհնար նորմերը, հրահրելով անօրինական գործողություններ: Իսկ ահա այս ամենը Հայաստանում կա, ու այստեղ էլ մենք «ունիկալ» ենք: Երեկ մենք փորձում էինք ստանալ տարբեր քաղաքագետների ու իրավագետների տեսակետները երկրում ստեղծված իրավիճակի մասին, հասկանալ, թե ինչու են իշխանություններն այսպես անընդհատ կարոտում փողոցն ու միտինգները, թե ինչ իրավական խնդիրներ կան առկա գործընթացներում, թե ինչ նպատակ ուներ դատարանների գործունեության հինգժամյա կաթվածահարումը: Ուշագրավ է, բայց շատերը բառացի նշում էին, թե շատ դժվար կլինի ցենզուրայի սահմաններում տեղավորվող բառամթերքով մեկնաբանել տեղի ունեցողը: Սակայն, այդուամենայնիվ, գերակշռում էր երկու տեսակետ. մեկ՝ որ իշխանությունները շարունակում են անել կոչեր, հետո մտածել դրանց իմաստի ու հետևանքների մասին, երկրորդ՝ որ այսպիսով իշխանությունները սպառնացին դատավորներին՝ չհամարձակվել կայացնել այնպիսի վճիռներ, որոնք դուրս են իշխանությունների պատկերացումների ու ցանկությունների սահմաններից: Իբր «Ժողովրդի» անունից: Թեպետ մեծագույն ցանկության դեպքում անգամ դժվար է ժողովուրդ համարել Հայաստանի բոլոր դատարանների առջև հավաքված «ոտքից գլուխ» մոտ 2 հազար մարդուն...
