Ինչպե՞ս են աճել թավշյա «քաղաքապետների» եկամուտները
ANALYSISԻնչպես նախկին, այնպես էլ ներկա իշխանությունների օրոք պաշտոնյաների հայտարարագրերի ուսումնասիրությունը բավական հետաքրքիր, տեղ-տեղ նաև զավեշտալի իրողություններ է վեր հանում: Այս անգամ անրադառնում ենք Նոր Հայաստանի ՔՊ-ական քաղաքապետներին, որոնց ներկայացրած հայտարարագրերը իրականում ոչնչով չեն տարբերվում մեկ տարվա ընթացքում իրենց կատարած աշխատանքից. թերի են և բազմաթիվ հարցեր են առաջացնում:
Եվ այսպես, Արմավիրի քաղաքապետ Դավիթ Խուդաթյանը պաշտոնը ստանձնելու օրվա դրությամբ հայտարարագրել էր OPEL ASTRA CABRIO 1.8I ավտոմեքենան, 4 միլիոնի համարժեք ՀՀ դրամ և ոչ մի անշարժ գույք: Տարեկան հայտարարագիրը գրեթե նույնն է, մեկ բացառությամբ՝ ավտոմեքենան այլևս հայտարարագրված չէ, և վերջինիս դառը ճակատագիրը մեզ համար անհայտ է մնում, փոխարենը՝ տարակուսելիորեն չեն աճել քաղաքապետի հայտարարագրած դրամական միջոցները: Հետաքրքիր է նաև հայտարարագրված անշարժ գույքի բացակայությունը. որևէ մեկը իհարկե չի ենթադրում, որ քաղաքապետը բնակվում է քաղաքապետարանում, սակայն տարօրինակ է, որ հանձնաժողովի մոտ այս առումով Խուդաթյանին հարցեր չեն առաջացել:
Հարցեր չեն առաջացել նաև Էջմիածնի քաղաքապետ Դիանա Գասպարյանին, մինչդեռ վերջինս այնքան երկար է «տառապել» իր հայտարարագիրը պատշաճ տեսքի բերելու վրա, որ անգամ ուշացրել է այն և տուգանվել: Ինչևէ, տառապանքի պտուղներից երևում է, որ Գասպարյանը ևս լուրջ խնդիրներ ունի շարժական և անշարժ գույքի հետ: Փոխարենը՝ վերջինիս վրա քաղաքապետությունը դրական ազդեցություն է թողել՝ ֆինանսական մասով: Եթե պաշտոնը ստանձնելու պահին Գասպարյանը հայտարարագրել էր 1,695,517.00 դրամ, ապա տարեկան հայտարարագրում նա նշել է 3,245,422.00, ինչպես ասում են, աճը ակնհայտ է, մնում է հուսալ, որ այդ աճը թույլ կտա լուծել քաղաքապետի բնակարանային խնդիրները:
Հրազդանի քաղաքապետ Սևակ Միքայելյանը պաշտոնը ստանձնելու օրվա դրությամբ հայտարարագրել էր TOYOTA CAMRY 2.4 ավտոմեքենան, 25153000.00 դրամի բաժնետոմսեր և 1,634,069.00 ՀՀ դրամի եկամուտ: Տարեկան հայտարարագրում երևում է, որ Միքայելյանը հասցրել է ձեռք բերել և վաճառել MERCEDES-BENZ E 320 ավտոմեքենան, չկան նաև բաժնետոմսերը, փոխարենը հայտարարագրվել է 2,906,796.00 ՀՀ դրամի եկամուտ:
Ինչպես երևում է, Նոր Հայաստանում նոր քաղաքապետները վատ չեն ապրում, ինչը չես ասի նրանց ղեկավարած քաղաքների բնակչության մասին, որոնց սոցիալական վիճակը այդպես էլ դեպի լավը չի փոխվել…
