Նախարարի «երազանքը» կիրականանա. ո՞ւմ շահերն է պաշտպանում Էրիկ Գրիգորյանը
ANALYSISԲնապահպանության նախարար Էրիկ Գրիգորյանը կառավարության վերջին նիստում հայտնել էր, որ մինչև այս ամսի 13-ը պատրաստ կլինի Ամուլսարի մասով փորձագիտական եզրակացությունը: Հիշեցնենք՝ վերջինս պետք է պատրաստ լիներ դեռևս մայիսի վերջին, սակայն, ինչ-ինչ պատճառներով ձգձգվեց: Կարելի է ենթադրել, որ Գրիգորյանի գործադրած տիտանական ջանքերի արդյունքում իր նախկին գործատուի՝ Լիդիանի համար, այդ եզրակացությունը ավելի քան շահավետ կլինի։
Այն պահից ի վեր, ինչ Ամուլսարի շուրջ թնջուկը սկսվեց, Գրիգորյանը փաստացի ժամանակ չի կորցրել․ տեսչական մարմի վրա ճնշումներ գործադրելուց հետո նա անցավ Ջերմուկի ավագանուն, որը, հիշեցնենք, դեմ է հանքի շահագործմանը: Այստեղ սակայն նախարարը կատաղի դիմադրության արժանացավ, ինչը գուցե և անսպասելի էր և գուցե և հենց այս հանգամանքն էր փորձագիտական եզրակացության ուշացման պատճառներից մեկը: Ի դեպ, այս պատմության մեջ ուշագրավ է հետևյալը․ կառավարության նիստում վարչապետ Փաշինյանը հետաքրքրվեց, թե արդյո՞ք եզրակացությունը կարող է հասանելի լինել նաև հանրությանը, որին ի պատասխան ասվեց, որ դեռ ոչ, միայն դատավարության փուլ հասնելուց հետո։ Սակայն պարզվեց, որ այս ընթացքում Լիդիան ընկերությունն արդեն իսկ ստացել է բոլոր այդ եզրակացությունները, նույնիսկ իր առարկություններն ու հարցադրումները ներկայացրել դրանց վերաբերյալ։ Ավելին, ընկերությունը հասցրել է մասնակցել քննչականում անցկացվող քննարկումներին և փորձաքննությանը։
Հետևաբար, հարց է առաջանում՝ Լիդիանն ի՞նչ իրավունքով է այդ տեղեկությունները ստացել և ծանոթացել դրանց, եթե դրա իրավունքը չունեին ՀՀ քաղաքացիներն ու նույնիսկ կառավարության անդամները։ Հասկանալի է իհարկե, որ Լիդիանը կարող էր ներգրավվել այդ գործընթացի մեջ՝ այդ թվում նախարարի ջանքերի շնորհիվ: Ի դեպ, մինչ Գրիգորյանը զբաղված էր Լիդիանի դարդը քաշելով, այս ընթացքում հանրապետությունում գրանցվեց բնապահպանական խնդիրների՝ եթե չասենք էկոլոգիական աղետների թվի կտրուկ աճ: Այս հանգամանքը, սակայն, այդքան էլ չի հուզում նախարարին․ օրինակ՝ առավելագույնը, ինչ վերջինս կարող էր անել Սևանը փրկելու համար, դա լիճը դրոնով նկարելն էր, երևի թե այն նպատակով, որ հանրությունը ավելի լավ և ամբողջական պատկերացում ունենա նախարարության անգործության վերաբերյալ: Ինչևէ, փաստերի պարզ համադրումը ցույց է տալիս, որ պատմության մեջ Էրիկ Գրիգորյանը ավելի շուտ կմնա իբրև Լիդիանի փաստաբան, քան հպարտ քաղաքացիների բնապահպանության նախարար…
