Մերժված գործարարները կարող են կրկին դիմել վարկավորման համար. Կառավարությունը փոփոխություն կատարեց նախկին որոշման մեջ
POLITICSԿառավարությունն իր ապրիլի 9-ի նիստում փոփոխություն է մտցրել հակաճգնաժամային միջոցառումներից մեկում, որը հնարավորություն է տալիս տնտեսվարողներին օգտվել աջակցության ծրագրից՝ ոչ միայն մեկ, այլև՝ մի քանի նպատակների իրականացման համար:
Նշենք, որ օրերս 168.am-ը հրապարակել էր Կառավարության ընդունած աջակցության ծրագրերով վարկ ստանալու նպատակով բանկ դիմած և 400 մլն դրամի վարկի տրամադրման մերժում ստացած գործատուի դժգոհությունը:
Ըստ քաղաքացու՝ թեև իրեն 450 աշխատատեղ ունեցող գործարանը չփակելու համար անհրաժեշտ է 400 մլն դրամ վարկ՝ աշխատավարձերի, կոմունալ վճարների, հումքի ձեռքբերման և հարկային պարտավորությունների մարման համար, սակայն Կառավարության ընդունած անտոկոս և սուբսիդավորվող վարկերի տրամադրման մասին որոշումն այդ հնարավորությունը չի տալիս, քանի որ վարկը տրվում է միայն մեկ նպատակի համար:
Գործարարը նաև հավելել էր, որ բանկերից մերժում ստացել է ոչ միայն ինքը, այլ իր պես խոշոր գումարի վարկավորման համար դիմած այլ գործարարներ, և կառավարության ընդունած այդ ծրագիրն այդ տեսքով համարել էր անարդյունավետ:
Այս մտահոգության վերաբերյալ կայքը փորձել է պարզաբանումներ ստանալ փոխվարչապետ Մհեր Գրիգրոյանի գրասենյակից, որտեղից մեզ փոխանցեցին, որ հաշվի առնելով Կառավարության ընդունած ծրագրից մի քանի նպատակով օգտվելու անհնարինությունը և դրա հետ կապված դժգոհությունները՝ գործադիրը փոփոխություն կիրականացնի արդեն ընդունած որոշման մեջ:
«Աջակցության ծրագրերի կիրարկման փուլում երբեմն ի հայտ են գալիս այնպիսի բացեր և խնդիրներ, որոնց լուծման ուղղությամբ պարբերաբար տեղի են ունենում քննարկումներ, որոնց արդյունքում ծրագրերում կարող են կատարվել փոփոխություններ:
Ձեր բարձրացված խնդիրը վերը նկարագրված դեպքերից է: Ծախսերի նպատակներից միայն մեկի վարկավորման դրույթի կապակցությամբ ստացվել են բազմաթիվ առաջարկներ, որոնց առնչությամբ եղել են քննարկումներ: Դրանց արդյունքում պատրաստվել է համապատասխան փոփոխության նախագիծ, շրջանառվել շահագրգիռ մարմինների միջև և ներառվել է Կառավարության 09.04.20 նիստի օրակարգում՝ այլ փոփոխությունների հետ միասին:
Կառավարության որոշումն ընդունվելուց և ուժի մեջ մտնելուց հետո տնտեսվարողները կարող են օգտվել աջակցության ծրագրից՝ ոչ միայն մեկ, այլև՝ մի քանի նպատակների իրականացման համար»,- ասված է մեզ տրված պատասխանում;
Հավելենք, որ Էկոնոմիկայի նախարար Տիգրան Խաչատրյանը նախօրեին Կառավարության նիստի ավարտից հետո ասուլիսի ժամանակ ասաց, որ, ըստ նոր ընդունած որոշման, գործարարները կարող են դիմել մինչև 500 մլն դրամ վարկ ստանալու համար՝ միաժամանակ նշելով օգտագործման մի քանի նպատակ:
