Հրադադարը հնարավոր է պարտադրել, երկարատև խաղաղությունը՝ ոչ։ Երկարատև խաղաղությունը ինքնիշխան խաղաղությունն է, որը ձեռք է բերվում կողմերի ինքնիշխան որոշմամբ։ Արցախի հարցի կարգավորումը ենթադրում է երկարատև խաղաղության հաստատում կողմերի կնքած պայմանագրով։ Հետևաբար՝ հայ-ադրբեջանական բանակցային գործընթացում առաջընթաց կարձանագրվի, երբ կողմերն արտաքին ճնշումներից զերծ կլինեն, ազատ-ինքնիշխան որոշում ընդունելու խոչընդոտ չի լինի։ ԵԱՀԿ ՄԽ միջնորդների առաջարկները (օրինակ՝ վերահսկման մեխանիզմների մասին Վիեննայի 2016-ի պայմանավորվածությունը) տարբեր ժամանակներում չեն ընդունվել-կյանքի կոչվել, որովհետև կողմերն իրականում որոշում ընդունելու ազատություն-ինքնիշխանություն չեն ունեցել։ Եվ եթե միջնորդ երկրներից մեկի ԱԳ նախարարը ակնարկում է 1 տարի առաջ քննարկված և սեղանին դրված կարգավորման տարբերակի մասին, ապա նշանակում է, որ այդ երկիրը հրաժարվում է տարածաշրջանային որոշ հավակնություններից, մասնավորապես՝ Հայաստանի նկատմամբ ունեցած ազդեցությունից։ ՌԴ արգործնախարար Սերգեյ Լավրովը երեկ աղմկալի հայտարարություն է արել, իբր՝ նախորդ տարի Մոսկվայում Ռուսաստանի, Հայաստանի և Ադրբեջանի արտաքին գործերի նախարարների հանդիպման ժամանակ առաջարկվել է և քննարկվում է հակամարտության փուլային կարգավորում։ ՀՀ արտգործնախարար Զոհրաբ Մնացականյանը հերքել է, նշելով, որ 2018-ից ի վեր քննարկումերը սահմանափակվել են առանձին տարրերի շուրջ՝ կողմերի մոտեցումների քննարկման, գնատահման վերաբերյալ։ Մնացականյանը նշել է նաև, որ հայկական երկու կողմերի համար էլ առաջնայինը բանակցային գործընթացում անվտանգության բաղադրիչն է։ Այսպիսով՝ ՀՀ արտգործնախարարը ցույց տվեց, որ Հայաստանի համար ընդունելի է ռուս գործընկերոջ փոխանցում-ակնարկը, որ Ռուսաստանը պատրաստ է հեռանալ Հայաստանից, երկարատև խաղաղություն սահմանելու ձգտող հայ-ադրբեջանական բանակցային գործընթացը չխոչընդոտել, ինչպես արել է նախկինում, մասնավորապես՝ վերահսկող մեխանիզմների տեղակայման (2016թ.) պայմանավորվածությունն իրականացնելու հարցում։ Հիմա ՌԴ-ն ակնարկում է, որ պատրաստ են նահանջել ապակառուցողական դիրքերից, հավանաբար, այն պատճառով, որ ծանր իրավիճակում է հայտնվել և պատրաստ է զիջումների գնալ։ Լավրովյան սկանդալը լույս է սփռում նաև հիասթափվածների մասին փաշինյանական լայվի վրա։ Այն ևս վկայում է, որ ռուսական միջամտությունը Հայաստանի տնտեսական և քաղաքական համայնքների կյանքում հանվելու է առաջիկայում։ Ենթադրելի է, որ ՀՀ իշխանությունները մտավախություն ունեն, թե այդ փոփոխությունները, հնարավոր է, ժողովրդական ալիք կբարձրացնեն։ Նման հուզումները կառավարելու համար կազմակերպվեց հիասթափությունների թվարկումը, որն ավարտվեց ժողովրդին վարչապետի շուրջ համախմբելու և ոտքի հանելու թափանցիկ ակնարկով։
