Ինչպես հայտնի է, 2018 թվականի նոյեմբերի 21-ին ՏՄՊՊՀ համապատասխան որոշմամբ «Հարավկովկասյան երկաթուղի» (ՀԿԵ) ընկերությունը ենթարկվել էր ֆինանսական պատասխանատվության, որի համաձայն՝ մենաշնորհային դիրքի չարաշահման համար ընկերության հանդեպ կիրառվել է տուգանք` 30 մլն դրամի չափով: 2019 թ.-ի դեկտեմբերին ՀՀ գլխավոր դատախազությունը հայտնեց, որ «Հարավկովկասյան երկաթուղի» ՓԲԸ-ի կոնցեսիոն ակտիվներից պետական գույքն օտարելու փաստի առթիվ քրեական գործ է հարուցվել: Ընդհանրապես, ՀԿԵ-ի ու «Գազպրոմ Արմենիայի» հետ կապված իրավական հարցերի պակաս չի եղել իշխանափոխությունից հետո:

Նախօրեին ՌԴ ԱԳ նախարար Սերգեյ Լավրովը Գորչակովի անվան հանրային դիվանագիտության աջակցության հիմնադրամի ներկայացուցիչների հետ տեսակոնֆերանսի ընթացքում նշել է, որ ռուսական կողմը հույս ունի, որ վերջին մի քանի տարում Հայաստանի հետ համատեղ ձեռնարկությունների նկատմամբ սկսված դատավարությունները կկարգավորվեն: «Հույս ունենք, որ այն դատական գործընթացները, որոնք սկսվել են վերջին մի քանի տարիներին ՀՀ-ում համատեղ ձեռնարկությունների նկատմամբ, այդ թվում` Հարավկովկասյան երկաթուղու հետ կապված, կկարգավորվեն առանց միջադեպերի, որոնք հարիր չեն դաշնակիցներին»,- ասել նա:

 Ըստ էության, ռուսական կողմը փաստացի ակնարկել է գազի գնի վերանայման և վերը նշված հարցերում, այդ թվում՝ երկաթուղու խնդրում որոշակի հստակության անհրաժեշտության միջև ուղիղ կապի մասին։

«Փաստ» թերթի տեղեկություններով, նախօրեին ՀՀ իշխանությունները շատ արագ ձեռնամուխ են եղել նշյալ հարցում հստակություն մտցնելու գործին։

 Մեր աղբյուրը փոխանցում է, որ երեկ Փաշինյանն իր աշխատակազմին հրատապ կարգով հանձնարարել է ստեղծել մի հանձնաժողով, որը բավական սեղմ ժամկետներում պետք է խնդրի լուծման տարբերակներ ներկայացնի կառավարությանը։
