Պատգամավոր Արկադի Խաչատրյանը եկամուտների համատարած հայտարարագրման օրենքի խութերի մասին
POLITICSՀՀ ԱԺ «Լուսավոր Հայաստան» խմբակցության պատգամավոր Արկադի Խաչատրյանը եկամուտների համատարած հայտարարագրման օրենքի մասին․
«Եկամուտների համատարած հայտարարագրման համակարգի ներդրումը, ըստ ֆինանսների նախարարի, ենթադրում է, որ ոչ միայն ՀՀ-ում բնակվող, այլ առհասարակ ՀՀ բոլոր քաղաքացիները պետք է հայտարարագրեր ներկայացնեն՝ իրենց եկամուտների վերաբերյալ: Սա նշանակում է, որ մեր հարյուր հազարավոր քաղաքացիներ, որոնք երկքաղաքացիներ են և ապրում են, օրինակ՝ Ռուսաստանում, ինչպես նաև որոնք ապրում են ՀՀ-ում, սակայն աշխատում են, օրինակ՝ Ռուսաստանում, պարտավոր են լինելու հայտարարագրեր ներկայացնել և վճարել եկամտային հարկ ՀՀ-ում, իսկ եթե արդեն վճարել են հարկը ՌԴ-ում, ուրեմն ՀՀ-ում պետք է վճարեն մեր և իրենց հարկման դրույքաչափի դրական տարբերության չափով: Որպեսզի ամբողջությամբ հասկանալի լինի, դիտարկենք մեկ օրինակ՝ տղան մեկնել է ՌԴ աշխատելու (խոպան), ստացել է ՌԴ քաղաքացիություն և մնացել է այնտեղ ապրելու, սակայն պահպանվել է նրա ՀՀ քաղաքացիությունը:
Տղան գրանցված աշխատող չէ, աշխատում է որպես բանվոր, ամառանոցներ է կառուցում: Ամեն ամիս նա ուղարկում է Հայաստան անկանխիկ փոխանցումների միջոցով իր մորը 200$ գումար: Համաձայն եկամուտների համատարած հայտարարագրման համակարգի՝ և տղան, և մայրը պարտավոր են լինելու ներկայացնել հայտարարագրեր՝ բացահայտելով իրենց եկամուտները: Մայրը տվյալ եկամտի գծով եկամտային հարկ չի վճարի, քանի որ նվիրատվությունը չի հարկվում, բայց տղան պարտավոր կլինի վճարել 22% եկամտային հարկ 2021թ. համար՝ ՌԴ-ում իր ստացած աշխատավարձից, իսկ եթե նա ՌԴ-ում վճարած լինի, օրինակ՝ 13% հարկ, ապա ՀՀ-ում ստիպված կլինի վճարել 22-13=9% եկամտային հարկ: Հիշեցնեմ, որ 2017-2019 թթ. դեպի ՀՀ մասնավոր տրանսֆերտների ծավալը կազմել է տարեկան շուրջ 1.7-2 մլրդ. ԱՄՆ $:
Նշված եղանակով այս համակարգի ներդրումը կարող է բերել ոչ լավ օրից իրենց տունը լքած, արտագնա աշխատանքի մեկնած, ՀՀ քաղաքացիությունը պահպանած մեր հայրենակիցների մոտ անարդարության զգացողություն և խիստ դժգոհություն: Առկա է ռիսկ, որ կարող է սկսվել ՀՀ քաղաքացիությունից հրաժարվելու գործընթաց, ինչը խիստ անցանկալի է մեր երկրի պարագայում: Կոչ եմ անում իշխանություններին շատ զգույշ լինել այս հարցերում և հանրային լայն քննարկումից հետո միայն անդրադառնալ այս համակարգի ներդրմանը»,-գրել է Խաչատրյանը։
