«Ժողովուրդ». ՀԱՊԿ-ը սպասում է Երեւանի նամակին. ինչու պաշտոնական դիմումը չկա
POLITICS«Ժողովուրդ» թերթը գրում է․ «Հավաքական անվտանգության պայմանագրի կազմակերպությունը (ՀԱՊԿ) հուլիսի 14-ին հայտարարություն տարածեց՝ անդրադառնալով հայ-ադրբեջանական սահմանային բախումներին։ «Այս իրավիճակը չի նպաստում երկու հարեւան պետությունների սահմանային դրության կարգավորմանը, որոնցից մեկը՝ Հայաստանի Հանրապետությունը, հանդիսանում է ՀԱՊԿ անդամ երկիր: Ընդգծում ենք հրադադարի ռեժիմի վերականգնման անհրաժեշտությունը ՀԱՊԿ պատասխանատվության գոտում»,- նշված էր հայտարարության մեջ։
Նկատենք, որ այս հայտարարությունը շահարկումների առիթ դարձավ տարբեր քաղաքական շրջանակների կողմից: Շատերը պնդեցին՝ քանի որ Հայաստանն է ՀԱՊԿ անդամ, ապա կազմակերպությունը պետք է Ադրբեջանի՛ն կոչ աներ դադարեցնել կրակը։ Ի վերջո, ինչպե՞ս պետք է ՀԱՊԿ-ն արձագանքեր հայ-ադրբեջանական սահմանին տեղի ունեցած դեպքերին:
Այսպիսով, ՀԱՊԿ պայմանագրի 4-րդ հոդվածում գրված է. «Եթե կազմակերպության անդամ-պետություններից մեկը ենթարկվում է ագրեսիայի, ապա անդամ-պետությունների կողմից այդ ագրեսիան կդիտարկվի ագրեսիա ընդդեմ պայմանագրի բոլոր անդամ-պետությունների: Անդամ-պետություններից որեւէ մեկի նկատմամբ ագրեսիայի դեպքում մյուս բոլոր անդամ-պետությունները այդ անդամ-պետության խնդրանքով անհապաղ կերպով նրան են տրամադրում անհրաժեշտ օգնություն, այդ թվում՝ ռազմական»:
Բացի այդ, կազմակերպության կանոնադրության համաձայն՝ ՀԱՊԿ անդամ երկրներից որեւէ մեկի նկատմամբ ագրեսիայի դեպքում այդ պետությունը պետք է դիմի կազմակերպությանը օգնության խնդրանքով, սակայն նկատենք, որ պաշտոնական Երեւանը չի դիմել Հավաքական անվտանգության պայմանագրի կազմակերպությանը:
Հուլիսի 13-ին ՀՀ արտաքին գործերի նախարար Զոհրաբ Մնացականյանը միայն հեռախոսազրույց էր ունեցել ՀԱՊԿ գլխավոր քարտուղար Ստանիսլավ Զասի հետ, որից հետո էլ ՀԱՊԿ-ը նիստ էր գումարել եւ ընդունել վերը նշված հայտարարությունը: Այսինքն, ստացվում է՝ այս փուլում, քանի դեռ Երեւանը պաշտոնապես չի դիմել կառույցին, վերջինս չի կարող որեւէ կերպ օգնել Հայաստանին: Իսկ երեկ Տավուշում տեղի ունեցած ճեպազրույցի ժամանակ տեղեկատվական շտաբի աշխատանքները համակարգող Արծրուն Հովհաննիսյանը նկատեց, թե այդ կառույցին դիմելու անհրաժեշտություն չկա:
Այս ամենին զուգահեռ նկատենք, որ ՀԱՊԿ-ի՝ հայ-ադրբեջանական սահմանային լարվածությունների վերաբերյալ հայտարարությունները մշտապես եղել են չեզոք, ոչ մի անգամ այս կառույցը հստակ չի մատնանշել մեղավոր կողմին եւ մշտապես կոչն ուղղել է երկու կողմերին։ Եվ, ընդհանուր առմամբ, կարելի է փաստել, որ ՀԱՊԿ վերջին հայտարարությունը միակը չէ, որտեղ ՀԱՊԿ-ն չեզոք ու անհասցե ձեւակերպումներ է օգտագործում: Եվ, փաստորեն, որքան էլ ՀԱՊԿ կանոնադրությունում հստակ է օգնություն տրամադրելը, դրա համար պաշտոնական Երեւանի դիմումն է անհրաժեշտ»:
