Արցախի ԱԳՆ-ն խստագույնս դատապարտում է Ադրբեջանի կողմից ֆոսֆորային զինատեսակների կիրառումը

Արցախի արտաքին գործերի նախարարությունը խստագույնս և վճռականորեն դատապարտում է Արցախի Հանրապետության դեմ սանձազերծված զինված ագրեսիայի ընթացքում միջազգային իրավունքով արգելված՝ Ադրբեջանի կողմից պատերազմի վարման մեթոդների և միջոցների շարունակական կիրառումը:
Ինչպես տեղեկացնում է «Արմենպրես»-ը, Արցախի ԱԳՆ-ի տարածած հաղորդագրության մեջ նշվում է, որ Ադրբեջանի զինված ուժերը կասետային արկերից բացի սկսել են նաև ֆոսֆոր պարունակող հրկիզող զինամթերք օգտագործել Արցախի Հանրապետության բնակավայրերի մերձակայքում գտնվող անտառապատ տեղանքներում, որտեղ հարակից գյուղերի խաղաղ բնակչության մի մասը ժամանակավորապես պատսպարվում է ադրբեջանական դիվերսիոն խմբերի գործողություններից:
«Պաշտոնական Բաքուն, հակառակ իր հայտարարություններին, թե իբր Ադրբեջանի զինված ուժերի թիրախը միայն ռազմական օբյեկտներն են, իրականում դիմում է Արցախի քաղաքացիական բնակչության դեմ ահաբեկման մարտավարությանը:
Նախևառաջ՝ այս համատեքստում անհրաժեշտ է դիտարկել Ադրբեջանի կողմից մարդասիրական հրադադարի պահպանման հետևողական մերժումը, քանի որ ռազմական գործողությունները չդադարեցնելը Բաքվի իշխանություններին թույլ է տալիս շարունակել Արցախի խաղաղ բնակչության ահաբեկումը: Հենց այդ նպատակներով է, որ ադրբեջանական կողմը դիմում է արգելված զենքի օգտագործմանը, խաղաղ բնակիչների և քաղաքացիական օբյեկտների, այդ թվում՝ բժշկական հաստատությունների վրա կանխամտածված հարձակումների իրագործմանը՝ իր առջև որպես հիմնական խնդիր դնելով Արցախի ողջ բնակչության բնաջնջումն ու բռնի տեղահանումը: Նման պայմաններում, որպես ամբողջ ժողովրդի կոլեկտիվ և անհատական իրավունքների զանգվածային ոտնահարումները կանխելու և նրան ֆիզիկական ոչնչացումից պաշտպանելու արդյունավետ միջոց՝ միջազգային հանրությունը ձևավորել է այդ ժողովուրդների՝ հանուն փրկության անջատվելու և որպես անկախ պետություն միջազգային հարաբերությունների մեջ մտնելու իրավունքը ճանաչելու պրակտիկա:
30 տարի առաջ Արցախի ժողովուրդն ընտրել է անկախության ուղին՝ որպես հայ բնակչության բնաջնջման Ադրբեջանի նպատակաուղղված քաղաքականությունից պաշտպանվելու միջոց: Համոզված ենք, որ Բաքվի իշխանությունների կողմից իրենց հանցավոր ծրագիրն ավարտին հասցնելու շարունակական փորձերի պայմաններում Արցախի Հանրապետության փաստացի անկախության միջազգային ճանաչումը համաշխարհային հանրության արդիական և հասունացած միջոց է` իրականացնելու մարդկության դեմ հանցագործությունները կանխելու համընդհանուր ընդունված պարտավորությունները»,- նշված է հաղորդագրության մեջ:
