Օրերս ԱԺ-ում կայացած եկող տարվա բյուջեի քննարկումների ժամանակ վարչապետը նշել է, որ ներկայիս արտաքին մարտահրավերները, ի տարբերություն 2008-2009 թվականների մարտահրավերների, իրենց բովանդակությամբ միայն տնտեսական չեն, այլև քաղաքական կամ աշխարհաքաղաքական: Իսկ դա նշանակում է, որ դրանք ոչ միշտ են կանխատեսելի և հաշվարկելի: Գործադիրի ղեկավարը նշել է, որ 2015 թվականի հունվար-հոկտեմբեր ամիսներին Ռուսաստանի Դաշնությունից մասնավոր փոխանցումները կրճատվել են շուրջ 470 մլն դոլարով:
Նա խոսեց նաև այս տարվա ամենաբարձր ցուցանիշներից մեկը գրանցած գյուղատնտեսության ոլորտի ձեռքբերումներից և նշեց, որ ճիշտ չէ գյուղատնտեսության աճը միայն բարենպաստ եղանակով բացատրելը, չի կարելի անտեսել ներդրումները, նորանոր վերամշակող գործարանների գործարկումը, ոռոգվող հողերի տարեցտարի ավելացող քանակը: Միջին անվանական աշխատավարձի չափը ներկայացնելով` վարչապետը այն համեմատեց գնաճի ցուցանիշի հետ` թվերով ցույց տալով իրական աշխատավարձի չափի ավելացումը Հայաստանում` այն դեպքում, երբ մեր տարածաշրջանի այլ երկրներում դրանք նվազել են:
Խոսելով ներգրավված վարկերի մասին` կարելի է նշել, որ
Առաջին խումբ վարկերն ապահովում են տարածքային հավասարաչափ զարգացման սկզբունքը: Դրանցով նախատեսվում է շուրջ 50 դպրոցների սեյսմակայուն ամրացում, վերականգնում կամ կառուցում, մարզերում բժշկական սարքավորումներով համալրված նոր հիվանդանոցային համալիրների, բժշկական կենտրոնների և պոլիկլինիկաների կառուցում:
Երկրորդը ենթակառուցվածքային վարկերն են, որոնք ընդգրկում են Հյուսիս-Հարավը և կենսական նշանակության այլ ճանապարհները, դեպի Վրաստան և դեպի Իրան էլեկտրահաղորդակցության նոր գծերը, Վեդու, Եղվարդի, Կապսի և Մաստարայի ջրամբարները: Ի դեպ, վարչապետը հուսադրող տեղեկություն հաղորդեց այս ոլորտից` 2016 թ. առաջին եռամսյակում կսկսվեն Վեդու ջրամբարի կառուցման աշխատանքները: Վարկերի երրորդ խմբի նպատակն է աջակցությունը բյուջեին: Հովիկ Աբրահամյանն ընդգծեց, որ այդ վարկերը ոչ թե կառավարությանն ուղղված փրկօղակ են, այլ ապացույց` կատարվող ռազմավարական բարեփոխումների նկատմամբ հավատի առկայության:
Նիստի ժամանակ անդրադարձ կատավեց նաև հեռանկարային ծրագրերին, մասնավորապես նշվեց մինչև 2025 թ. տնտեսության հեռանկարային զարգացման ծրագրի վերանայումը, մինչև 2036 թ. ՀՀ էներգետիկ համակարգի զարգացման ռազմավարությունը և անկախության տարիների ամենահամալիր և ամենահամապարփակ հարկային բարեփոխումների փաթեթի ընդունումը: Վերջինիս հիմնական նպատակներն են` խթանել երկարաժամկետ աճ` չկենտրոնանալով կարճաժամկետ արդյունքների վրա, երկրի մրցունակության և ներդրումային գրավչության բարձրացման համար հարկային համակարգում հիմնական շեշտը դնել սպառման հարկման վրա:
