Զոհրաբ Մնացականյանը կապտակեր Փաշինյանին․ «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է․ «Երեկ ՀՀ վարչապետի ԺՊ Նիկոլ Փաշինյանը, պատասխանելով անկախ պատգամավոր Տիգրան Ուրիխանյանի հարցին, ասաց. «Խորհրդային տարիներին Ղարաբաղում ապրում էր 40 հազար ադրբեջանցի։ Որտե՞ղ են երաշխիքները, որ 40 հազար ադրբեջանցիները իրենց հերթին չէին ցանկանա ինքնորոշվել»։ Այս թեմայի շուրջ «Ժողովուրդ» օրաթերթը զրուցեց ՀՀ նախկին գլխավոր դատախազ, իրավագիտության դոկտոր Գեւորգ Կոստանյանի հետ։ Նա հայտնեց, որ Ազգային ժողովում վարչապետի ԺՊ-ի՝ ադրբեջանցի փախստականների Արցախ վերադարձի վերաբերյալ արած հայտարարությունը կարող է հունից հանել նույնիսկ այն մարդկանց, որոնք արդեն պիտի որ սովորած լինեին նրա կեղծիքին: «Ըստ էության, ԺՊ-ն այս անգամ էլ փորձում է ադրբեջանցի փախստականներին հրավիրել իրեն օգնության՝ իր աթոռը պահպանելու համար,- ասաց Կոստանյանը՝ շարունակելով։
-Փախստականների հնարավոր վերադարձի հարցը վաղուց քննարկման առարկա է եղել նաեւ Եվրոպայի խորհրդի նախարարների կոմիտեում «Չիրագովն ընդդեմ Հայաստանի» եւ «Սարգսյանն ընդեմ Ադրբեջանի» գործերի կատարման շրջանակներում: Այս քննարկումներին ինձ հետ միասին մասնակցել են նաեւ նախկին արտգործնախարար Զ. Մնացականյանը, ԼՂՀ նախագահի նախկին խորհրդական Է. Բաբայանը, ինչպես նաեւ ԵԽ-ում Հայաստանի ներկայիս դեսպանը: Քննարկումները եղել են առարկայական, թե ինչ փաստաթղթեր ներկայացվելու դեպքում, ինչ պայմաններով եւ որ բնակավայրեր կարող են վերադառնալ ադրբեջանցի փախստականները եւ Ադրբեջանի կողմից ինչպիսի պարտավորություններ ստանձնելուց հետո: Ամենակարեւորը` այս գործընթացը պետք է իրականացվեր Արցախի իշխանությունների ուղղակի ներգրավմամբ ու մասնակցությամբ, իսկ ծագած վեճերը պետք է լուծվեին Արցախի դատարանների կողմից: Ի դեպ, նույնկերպ քննարկվում էր նաեւ Ադրբեջանի տիրապետության տակ գտնվող տարածքներ՝ Գետաշեն, Արծվաշեն, Գյանջա, Բաքու եւ այլ բնակավայրեր հայ փախստականների վերադարձի հարցը: Հայ փախստականների վերադարձը Ադրբեջան եւ ադրբեջանցի փախստականների վերադարձը Արցախ քննարկվում էր մեկ ընդհանուր փաթեթեում:
Սակայն այս հարցում նույնպես, ինչպես մնացած բոլոր ոլորտներում ԺՊ-ն եւ իր իշխանությունը, բացի նահանջից եւ կապիտուլացիայից, ուրիշ ոչինչ չարեց: Ինչպես արդեն նշել իմ ավելի վաղ տված հարցազրույցներից մեկում, Նախարարների կոմիտեում 2020թ հունվար-փետրվարի նիստին այս հարցը Նիկոլի կողմից ամբողջովին տապալվել է: Կարծում եմ՝ Ազգային ժողովում Նիկոլի վերջին ելույթից հետո նույնիսկ խիստ դիվանագետ Զոհրաբ Մնացականյանին այլ բան չէր մնա անելու, քան ապտակել Նիկոլ Փաշինյանին՝ ակնհայտ փաստերը կեղծելու, անամոթաբար խեղաթյուրելու համար»:
