Ադրբեջանցիները հատուկ տեխնիկական միջոցներով խլացնում են բջջային կապի և համացանցի սփռումը. Արցախի ՄԻՊ-ն ահազանգ է հնչեցնում
SOCIETYՋրի հարցը Արցախում խիստ է արտահայտված։ Ստեփանակերտում բնակչության 20%-ը զրկված է ջրից, համայնքների մեծ մասում այդ խնդիրը գրեթե 80%-ով է արտահայտված։ Կան համայնքներ, որտեղ ջրամատակարարումը ռեժիմով է, կարող է շաբաթվա ընթացքում մեկ- երկու օրով ունենան։ Այս մասին լրագրողների հետ ճեպազրույցի ընթացքում ասաց Արցախի ՄԻՊ Գեղամ Ստեփանյանը։
«Խնդիրը մի քանի գործոններով է պայմանավորված։ Առաջին գործոնը տաք եղանակային պայմաններն են և ջրային ռեսուրսների սակավությունը, երկրորդը Ստեփանակերտի բնակիչների աճն է, իսկ երրորդ գործոնն այն է, որ ջրային որոշ ռեսուրսներ մնացել են ադրբեջանական օկուպացիայի տակ»։
Անդրադառնալով բջջային կապի և համացանցի խափանումներին, Ստեփանյանը նշեց. «Տևական ժամանակ է այդ խնդիրը առկա է, մեկ ամսից ավել է բջջային կապը և համացանցն աշխատում են խափանումներով։ Ադրբեջանական կողմը հատուկ տեխնիկական միջոցներով խլացնում է բջջային կապի և համացանցի սփռումը։ Սա նախկինում ևս լինում էր, բայց այն ժամանակ, երբ բարձրաստիճան պաշտոնատար անձիք էինք այցելում Արցախ։
Ստեփանյանը նշեց, որ խնդրի մասին տեղեկացրել են ռուս խաղաղապահներին։ Խոսելով Ստեփանակերտում պարբերական բնույթ կրող հոսանքազրկումների մասին՝ Գեղամ Ստեփանյանը շեշտեց, որ դրանք լուրջ անվտանգային խնդիրներ կարող են առաջացնել։ «Սա պայմանավորված է նրանով, որ Արցախը մեծամասամբ սնվում է Սարսանգի ջրամբարին կից կառուցված ՀԷԿ-ից, որի հզորությունը չի բավականացնելու Արցախի ամբողջ տարածքին հոսանքով ապահովելու համար, դրա համար պարբերաբար խափանումներ են լինում։ Եթե հստակ քայլեր չձեռնարկվեն էներգետիկ անվտանգություն ապահովելու համար, եկող տարվա աշնանը լուրջ խնդիրներ ենք ունենալու»։
Արցախի Մարդու իրավունքների պաշտպանը նաև նշեց, որ Ստեփանակերտի բնակչությունը ավելացել է շուրջ 13.000-ով, և սրանով սրվել է բնակարանային ապահովման հարցը։ «Պատերազմից առաջ ևս Ստեփանակերտում բնակարանային ֆոնդի լուրջ խնդիր կար, հիմա այդ խնդիրը ավելի խիստ է արտահայտվում, մարդկանց մի մասը տեղավորվել է հյուրանոցներում, մի մասը հանրակացարանմերում, քիչ թե շատ կարգի բերված նկուղներում, որտեղ սանիտարահիգիենիկ պայմանները ապահովված չեն»։ Հարցին` կա արդյոք հացի և պարենի խնդիր՝ կապված այն հանգամանքի հետ, որ գյուղատնտեսական նշանակության շատ հողեր օկուպացվել են ադրբեջանցիների կողմից, Ստեփանյանը նշեց, որ մինչ այս պահը նման խնդիր չի արձանագրվել։
