Արցախի բնակավայրերի մերձակայքում տեղակայված ադրբեջանական ռազմական հենակետերն անհապաղ պետք է հեռացվեն․ Արցախի ՄԻՊ
POLITICSԱրցախի մարդու իրավունքների պաշտպան Գեղամ Ստեփանյանը ֆեյսբուքյան գրառում է արել, որում անդրադառնում է այսօր Մարտակերտում տեղի ունեցած դեպքին, երբ խաղաղ բնակիչը գյուղատնտեսական աշխատանքներ կատարելու ժամանակ սպանվել էր ադրբեջանական զինուժի կողմից արձակված կրակոցից։ Գրառման մեջ ասվում է․
«Հոկտեմբերի 9-ին Արցախի Հանրապետության Մարտակերտ քաղաքի մերձակայքում նռան այգում գյուղատնտեսական աշխատանքներ կատարելու ժամանակ ադրբեջանական դիպուկահարի ուղիղ թիրախային հարվածից կրծքավանդակի հատվածում ստացած մահացու վիրավորման հետևանքով տեղում զոհվել է Մարտակերտ քաղաքի 1966թ․ ծնված բնակիչ Արամ Տեփնանցը։
Ադրբեջանի կողմից Արցախում քաղաքացիական անձի դիտավորյալ սպանությունը նոյեմբերի 9-ին հրադադարի հաստատումից հետո ադրբեջանական կողմից խախտումների, իրականացվող սադրանքների և Արցախի ժողովրդի կյանքի, առողջության, ֆիզիկական և հոգեկան անձեռնմխելիության դեմ ուղղված ոտնձգությունների համար իրական պատասխանատվության բացակայության արդյունք և հետևանք է։
Այս ընթացքում բազմիցս հայտարարել և ընդգծել ենք միջադեպերի հեղինակներին պատասխանատվության ենթարկելու գործուն մեխանիզմների անհրաժեշտությունը, համարելով, որ դա է իրական հնարավորությունն եւ արդյունավետ միջոցը միջադեպերի կրկնությունը կանխելու համար, քանի որ հստակ հասկանալի է, որ միջադեպերի առթիվ Արցախի իրավապահ մարմինների կողմից հարուցված գործերը կրում են ադրբեջանցիների հանցավոր արարքները արձանագրելու և դրանց քրեադատավարական գնահատական տալու բնույթ, սակայն դրանք չեն կարող բավարար արդյունք ապահովել, եթե «կյանքի իրավունքը» հարգելու պարտականություն ստանձնած Ադրբեջանը չհարգի այդ իրավունքը։
Այսօր գրանցված միջադեպը ևս մեկ անգամ ապացուցում է, որ ադրբեջանական ռազմական հենակետերը, որոնք տեղակայված են Արցախի խաղաղ բնակավայրերի մերձակայքում, անհերքելի սպառնալիք են հանդիսանում խաղաղ բնակիչների կյանքի և բնականոն կենսագործունեության համար։ Ուստի նրանց անհապաղ հեռացումը միայն կարող է իրական անվտանգություն ապահովել խաղաղ քաղաքացիական բնակավայրերի համար»։
