ՄԻՊ-ը փաստագրել է ադրբեջանական ապօրինի ներխուժման 3-րդ դեպքը Կապանում
BLOGՀՀ մարդու իրավունքների պաշտպանը փաստագրել է ադրբեջանական ապօրինի ներխուժման 3-րդ դեպքը (հոկտեմբեր, 2020թ.)՝ ՀՀ քաղաքացիական բնակչության իրավունքների կոպիտ խախտումներով Կապանում: Այս մասին ֆեյսբուքյան էր էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը:
«Մեր շարունակվող փաստահավաք աշխատանքները վեր են հանել, որ դեռ պատերազմի ժամանակ՝ 2020թ. հոկտեմբերի վերջերին ադրբեջանական զինված ուժերը ներխուժել են ՀՀ ինքնիշխան տարածք Սյունիքի մարզի Կապան համայնքի Ծավ գյուղին հարող սահմանային հատվածում՝ իրական վտանգ ստեղծելով հատկապես Կապանի Ներքին Հանդ և Ծավ գյուղերի բնակիչների համար:
Սույն հաղորդմամբ հրապարակում եմ նաև Գուգլ քարտեզի վրա պատկերված ադրբեջնական զինված ուժերի ներխուժումները դեղինով՝ առնվազն 5 կոնկրետ տեղակայումների նկարագրությամբ: Ըստ Գուգլ քարտեզի չափագրման՝ ներխուժումները գտնվում են Ծավ գյուղին հարող ՀՀ ինքնիշխան տարածքի խորքում՝ դրանով նախատեսված սահմանից ուղիղ գծով 150մ, 190մ, 960մ, 1140մ և 1210մ hեռավորության վրա։
Նրանք, մասնավորապես, այն տարածքներում են, որտեղ խոտհարքներ են և արոտավայրեր: Ներխուժման հետևանքով քաղաքացիական բնակիչները զրկվել են այդ հողատարածքներն օգտագործելու, ընտանիքի եկամուտը վաստակելու հնարավորությունից:
Ադրբեջանական զինված ուժերն այս կերպ բացահայտ ոտնահարում են Կապան համայնքի հատապես Ծավ և Ներքին Հանդ գյուղերի բնակիչների կյանքի ու անվտանգ ապրելու, սեփականության, ընտանիքի եկամուտը վաստակելու և այլ կենսական իրավունքներ: Նրանց ներկայությունը իրական սպառնալիք է մարդկանց խաղաղ կյանքի համար:
Այսինքն՝ ադրբեջանական զինված ուժերի ներկայությունը ՀՀ ինքնիշխան տարածքի՝ Սյունիքի Ծավ գյուղին հարող սահմանային հատվածում ևս բացահայտ զուրկ է իրավական որևէ տիտղոսից:
ՀՀ սահմանային բնակիչների իրավունքները կլինեն շարունակաբար ոտնահարված, քանի դեռ նրանք անօրինական տեղակայված են ՀՀ ինքնիշխան տարածքում, մարդկանց հողերում:
Այս ամենին զուգահեռ շարունկվում է ադրբեջանական հայատյացության և թշնամանքի, ֆաշիստական քաղաքականությունը:
Ուստի, այս հարցը նույնպես պետք է դառնա միջազգային ատյաններում՝ Մարդու իրավունքների եվրոպական դատարանում, ՄԱԿ-ի Արդարադատության միջազգային դատարանում, այլ ատյաններում ներկայացման ենթակա հարց: Պետք է լինի պարտադիր բաղադրիչ՝ ՀՀ սահմանային բնակիչների խախտված իրավունքների վերականգնման նպատակով:
ՀՀ սահմանային բնակիչների իրավունքների վերականգնումը պահանջում է ադրբեջանական զինված ծառայողների անհապաղ հեռացում: Դա պետք է լինի ինչպես ՀՀ Սյունիքի, այնպես էլ Գեղարքունիքի գյուղերի մոտից, Սյունիքի համայնքների միջև ճանապարհներից»,-գրել է Թաթոյանը:
