Պետք է անհապաղ սկսվի Ադրբեջանի հետ ՀՀ սահմանների շուրջ անվտանգության ապառազմականացված գոտի ստեղծելու գործընթաց. ՀՀ ՄԻՊ
BLOGՀՀ ՄԻՊ Արման Թաթոյանը ֆեյսբուքյան իր էջում գրում է․
«ՀՀ Արարատի մարզի Երասխ գյուղը պարբերաբար ենթարկվում է ադրբեջանական զինված ուժերի գնդակոծության՝ թե՛ ցերեկ, թե՛ գիշեր ժամանակ:
Այսօր՝ 2021թ. հոկտեմբերի 15-ին ժամը 12:00-ից սկսած գյուղը կրկին ենթարկվել է թիրախային գնդակոծության:
Ադրբեջանական զինծառայողների սանձարձակությունն այն աստիճանի է հասել, որ դիտավորյյալ կրակոցներով ժամը 13:15-ի սահմաններում հրդեհել է Երասխ համայնքի բնակչի խոտի 8 հազար հակ: Ոչնչացվել է ձմռան ողջ պաշարը, որ քաղաքացին իր կենդանիներին կերակրելու համար չարչարանքով հավաքել էր ողջ տարի:
Ավելին, կրակը տարածվել է և հրդեհվել է քաղաքացու անասնագոմի տանիքը: Միայն հրշեջների ժամանակին միջամտելու արդյունքում է կրակը հաջողվել մարել, որ քաղաքացու տանիքի մյուս մասը չայրվի:
Այս տվյալները ստուգվել և հաստատվել են ՀՀ մարդու իրավունքների պաշտպանին ուղղված ահազանգերով, հավաքած օբյեկտիվ ապացույցներով ու մի քանի աղբյուրով ստուգված տվյալներով: Երասխ գյուղի և ՀՀ բնակչությանը պաշտպանող ՀՀ զինված ուժերի դիրքերի վրա ադրբեջանական այսօրվա կրակոցների փաստը հաստատել է նաև ՀՀ պաշտպանության նախարարությունը:
Հաշվի առնելով, որ ադրբեջանական դիրքերը գտնվում են գյուղի անմիջական հարևանությամբ՝ ակնհայտ է, որ ադրբեջանական զինծառայողների համար ակնհայտ է, որ իրենք վնաս են տալիս գյուղացիներին, ոչնչացնում են նրանց գույքը, խախտում են նրանց կյանքի ու սեփականության իրավունքը, խաթարում են խաղաղ կյանքն ու անվտանգությունը:
Պետք է անհապաղ սկսվի Ադրբեջանի հետ ՀՀ սահմանների շուրջ անվտանգության ապառազմականացված գոտի ստեղծելու և ադրբեջանական զինված ծառայողներին ՀՀ գյուղերի հարևանությունից, համայնքների միջև ճանապարհներից անհապաղ հեռացնելու գործընթաց:
ՀՀ մարդու իրավունքների պաշտպանի այս առաջարկն արդեն տեղ է գտել միջազգային կոնկրետ փաստաթղթում՝ Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) 2021թ. սեպտեմբերի 27-ի թիվ 2391 (2021) բանաձևում: Այս մասին Մարդու իրավունքների պաշտպանը համապատասխան հաղորդումներ կուղարկի նաև միջազգային կառույցներին ու ՀՀ պետական մարմիններին, քաղաքացիական հասարակության կազմակերպություններին:
Ակնհայտ է, որ այս հանցավոր ոտնձգությունների, մարդկանց իրավունքների կոպիտ խախտումների հիմքը, դրանց սնուցման աղբյուրը մեկն է. ադրբեջանական իշխանությունների հայատյաց ու թշնամանքի, էթնիկ զտումների ու ցեղասպան քաղաքականությունը: Այս քաղաքականությունն ունի ինստիտուցիոնալ հիմքեր ու քանի դեռ հանցանք կատարողները չեն պատժվել խախտումները չեն վերանալու, մարդկանց անվտանգությունը չի ապահովվելու»:
