«Փաստ» օրաթերթը գրում է
ԿԳՄՍ նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Հանրակրթության մասին» օրենքում: Փոփոխություններից մեկը վերաբերում է դպրոցների տնօրենների հավաստագրման գործընթացին, առաջարկվում է ներդնել ատեստավորման ընթացակարգ։ Հավաստագրման ընթացակարգից հանվել է հարցազրույցի փուլը, բացը կլրացվի՝ թեստավորման հարցաշարում իրավիճակային և կառավարչական հմտությունները ստուգող հարցեր ավելացնելով։ Նշվում է՝ տնօրենի թափուր պաշտոնը համալրելու առավել արդյունավետ տարբերակ է ընդունվել տնօրենի նշանակումը կրթության պետական կառավարման լիազոր մարմնի ղեկավարի կողմից՝ հայտարարված մրցույթի ընթացակարգային փուլերը հաղթահարած թեկնածու(ներ)ից: Բացի դա, նախագծով դպրոցի կառավարման գործընթացը բաժանված է երկու հիմնական մասի՝ ուսումնական և վարչատնտեսական։
Ներկայումս այս երկու ուղղությունները ղեկավարում է դպրոցի տնօրենը։ Առաջարկվում է ուսհաստատության ուսումնադաստիարակչական և վարչական գործընթացների կառավարումը վերապահել տարբեր ղեկավարների. ուսումնադաստիարակչական գծով գործադիր մարմինը կլինի ուսումնական մասի տնօրենը, վարչատնտեսական գործընթացի ղեկավարումը կիրականացնի վարչատնտեսական մասի ղեկավարը: Առաջարկվում է համապատասխանություն մտցնել նաև ատեստավորման և զարգացման ծրագրերի կազմման, հավաստագրման համար սահմանվող ժամկետների միջև։ Ըստ առաջարկվող կարգավորման՝ մրցույթի ընթացակարգային փուլերը հաղթահարած և կրթության պետական կառավարման լիազոր մարմնի ղեկավարի կողմից պետական ուսհաստատության նշանակված տնօրենի հետ սահմանված կարգով պայմանագիր է կնքվում 3 տարի ժամկետով։
Զարգացման ծրագրի կատարողական արդյունքի հիման վրա՝ տնօրենը կատեստավորվի և վերջինիս հետ պայմանագիր կկնքվի ևս 3 տարով, և այսպես շարունակ՝ մինչև սահմանված կարգով պաշտոնավարման ավարտը։ Պաշտոնավարման ընթացքում պետական ուսհաստատության տնօրենը յուրաքանչյուր 3 տարին մեկ անգամ անցնում է ատեստավորում, որի արդյունքներով՝ պաշտոնին անհամապատասխանության եզրակացությունը տնօրենի պաշտոնավարության դադարեցման կամ զբաղեցրած պաշտոնից ազատելու համար հիմք է։
