Հիփոթեքային վարկով անշարժ գույք ձեռք բերելու նոր հնարավորություն
SOCIETYԱդրբեջանի կողմից 2020 թվականի սեպտեմբերի 27-ին սանձազերծված պատերազմի հետևանքով Արցախի Հանրապետության առանձին շրջաններից տեղահանված ընտանիքները պետության կողմից աջակցություն կստանան՝ հիփոթեքային վարկով անշարժ գույք ձեռք բերելու կամ անհատական բնակելի տուն կառուցելու դեպքում։
Ծրագիրը հնարավորություն կտա տեղահանված 3000-ից ավելի ընտանիքներին ձեռք բերել կամ կառուցել իրենց սեփական բնակելի տներն ու բնակարանները։
Շահառուներն Արցախի Հանրապետության առանձին շրջաններում 2020 թվականի սեպտեմբերի 27-ի դրությամբ բնակված կամ Արցախի Հանրապետությունում հաշվառված, առնվազն վերջին երեք ամիսներին փաստացի բնակված կամ վերջին երեք տարում փաստացի բնակված և Ադրբեջանի կողմից 2020 թվականի սեպտեմբերի 27-ին սանձազերծված պատերազմի հետևանքով տեղահանված ընտանիքներն են (այդ թվում՝ մեկ անձից բաղկացած), այդ թվում՝ 2020 թվականի սեպտեմբերի 27-ից հետո տվյալ ընտանիքում ծնված երեխան, բացառությամբ այն ընտանիքների, որոնք որևէ ծրագրի շրջանակում գործուղվել են Արցախի Հանրապետություն մինչև 2020 թվականի սեպտեմբերի 27-ը և վերջին երեք ամիսներին բնակվել են այնտեղ։
Ֆինանսավորող կազմակերպությունից հիփոթեքային վարկ ստանալու պարագայում՝ սերտիֆիկատի միջոցով պետությունը վարկային ժամանակացույցին համապատասխան կիրականացնի մայր գումարի և տոկոսագումարի վճարում, մասնավորապես՝
- Երևանում ամսական վճարների մարման համար հանրագումարային մինչև 8 մլն դրամ մայր գումարի և դրա նկատմամբ հաշվեգրվող մինչև 8% տոկոսագումարի գծով,
- ՀՀ մարզային բնակավայրերում ամսական վճարների մարման համար հանրագումարային մինչև 10 մլն դրամ մայր գումարի և դրա նկատմամբ հաշվեգրվող մինչև 10% տոկոսագումարի գծով,
- Արցախի Հանրապետությունում ամսական վճարների մարման համար հանրագումարային մինչև 12 մլն դրամ մայր գումարի և դրա նկատմամբ հաշվեգրվող մինչև 12% տոկոսագումարի գծով։
Վարկային հայտը դիտարկելիս՝ ֆինանսավորող կազմակերպությունները պետության կողմից սուբսիդավորվող գումարների մասով չեն կատարի վարկառուի վարկունակության գնահատում։ Այսինքն, եթե վարկի գումարը չի գերազանցում պետության կողմից սուբսիդավորվող չափերը, ապա շահառուն սերտիֆիկատի ներկայացման դեպքում կարիք չի ունենա ֆինանսավորող կազմակերպությանը ներկայացնել իր վարկունակությունը հավաստող լրացուցիչ տեղեկատվություն և տեղեկանքներ (աշխատավարձ, այլ եկամուտներ և այլն)։
