«Փաստ» օրաթերթը գրում է
Երեկ օրվա ընթացքում շարունակվում էին անհնազանդության խաղաղ ակցիաները, փակվում էին մի շարք փողոցներ, անցկացվում էին տարբեր ակցիաներ: Այդ ընթացքում իրավապահ համակարգը փորձում էր կանխել փողոցների փակումը՝ կիրառելով ուժ, բերման ենթարկելով հարյուրավոր ցուցարարների: Մենք տեղեկություններ էինք ստանում, որ ոստիկանները հատկապես բաժիններում մեծամասամբ գործել են օրենքի սահմաններում, ավելին՝ ոստիկանական մեքենաներում ու բաժիններում բերման ենթարկվածների հետ եղել են քաղաքավարի ու նույնիսկ հավանություն են տվել դիմադրության շարժմանը: Սակայն փողոցում գործողություններ իրականացնողների մեջ իրավապահ համակարգի որոշ ներկայացուցիչներ իրենց դրսևորում էին փողոցային խուլիգանի նման՝ աչքի ընկնելով անմարդկային պահվածքով:
Նրանցից ոմանք գազանաբար հարվածում էին ցուցարարներին, ոմանք խոչընդոտում էին լրագրողների աշխատանքը, իսկ ահա ՊՊԾ պետ Սարգիս Հովհաննիսյանի պահվածքին, որը ոտքով հարվածում էր լրատվամիջոցի օպերատորին և հայհոյում քաղաքացուն, դժվար է նույնիսկ որակում տալ: Նման գործողություններին գնահատական պետք է տան իրավապահ մարմինները, այդ թվում՝ հենց ԱԱԾ-ն: Իրավաբան, Պառլամենտարիզմի զարգացման միջազգային կենտրոնի գործադիր տնօրեն Գոհար Մելոյանը «Փաստի» հետ զրույցում նշում է, որ մարդու հիմնարար իրավունքների դեմ կոպիտ խախտումների ենք ականատես լինում, և շեշտում, որ այս ամենի հետ կապված պետք է հրավիրել միջազգային կազմակերպությունների ներկայացուցիչների ուշադրությունը:
Ըստ Մելոյանի, «ակնհայտ է, որ իրավապահ մարմինները հրահանգավորված են կիրառել անհամաչափ ուժ, որոնք երբեմն շատ բիրտ դրսևորում են ստանում՝ ընդհուպ մինչև մարդու առողջությանը տարբեր չափի վնասվածքներ են պատճառվում»: Մեր զրուցակիցը նաև հիշեցրեց, որ ոստիկանության ծառայողը ֆիզիկական ուժ գործադրելուց առաջ պարտավոր է նախազգուշացնել այն գործադրելու մասին՝ բավարար ժամանակ տրամադրելով օրինական պահանջները կատարելու և իրավախախտումը դադարեցնելու համար:
