«Փաստ» օրաթերթը գրում է

Նախորդ շաբաթ կառավարության նիստի ժամանակ հաստատվեց մի համաձայնագիր, որով ՀՀ կառավարությունը ԱՄՆ-ից 120 միլիոն դոլար արժողությամբ դրամաշնորհ է ստանալու: Ինչպես կառավարության նիստին ընդամենը 2-3 րոպեի ընթացքում զեկուցեց Նիկոլ Փաշինյանի աշխատակազմի ղեկավար Արայիկ Հարությունյանը, դրամաշնորհը տրամադրվում է «ՀՀ-ում ժողովրդավարության խթանման» և «տնտեսական կայունության ամրապնդմանն ուղղված բարեփոխումներ» իրականացնելու նպատակով։ Նշվածից բացի, որևէ խորքային հիմնավորում և վերլուծություն չի նշվել, թե ինչի համար ու ինչպես է այդ գումարը «ծախսվելու»։

Թեման, ի դեպ, չի վրիպել ռուսների «աչքից»։ Մասնավորաբար, մենք տեղեկություններ ունենք, որ այս փաստը ռուսական որոշակի շրջանակների համար լուրջ անհանգստության ու մտահոգությունների տեղիք է տվել։ Ավելին, մեր մոսկովյան աղբյուրների փոխանցմամբ, ռուսական կողմի արձագանքը չի ուշանա։ Ի դեպ, հավելենք նաև, որ այս շրջանում ռուսաստանյան լրատվամիջոցներն արդեն բավական ինտենսիվ քննարկում են ոչ միայն այս հարցը, այլև տեղեկությունը, որ ՀՀ-ում ԱՄՆ դեսպանատունը հայտարարել է «Track II» մրցույթ 400 հազար դոլար մրցանակային ֆոնդով, որը կարող է տրամադրվել նրանց, ովքեր կարող են... հաշտեցնել հայերին և ադրբեջանցիներին։

Նշվում է, որ մեկ տարվա համար նախատեսված նախագծին կարող են մասնակցել երիտասարդները, լրագրողները, գիտնականները և հասարակական կարծիքի այլ առաջնորդները։ Ռուսական լրատվամիջոցների ու փորձագիտական շրջանակների կարծիքով, գրանտային ծրագիրը և դեսպանատան կողմից անցկացվող առնվազն տարօրինակ այս մրցույթն ուղղակիորեն փոխկապակցված են և միտված են մի կողմից՝ տարածաշրջանում ԱՄՆ դերակատարության մեծացմանը, մյուս կողմից՝ հակառուսական տրամադրությունների խորացմանն ու Ռուսաստանի դերակատարության նվազմանը։
