«Փաստ» օրաթերթը գրում է

Այսպես կոչված, «բեթինգի գովազդի» փաստացի արգելման մասին օրենքը, որ ուժի մեջ է մտնելու սեպտեմբերի 11-ից, լուրջ քննադատությունների տեղիք է տվել մասնագիտական շրջանակներում: Շատերի կարծիքով, օրենքը որևէ օգուտ չի տալու, փոխարենը մեծ վնասներ է հասցնելու սպորտին, լրատվամիջոցներին ու ՀՀ տնտեսությանը:

«Խնդիրն այն է, որ սահմանափակումները փաստացի վերաբերում են հայկական ընկերություններին: Սա նշանակում է, որ պարզապես գովազդի վերաբաշխում է լինելու, քանի որ հարթակների մեծամասնությունը, ուր այցելում են հայաստանցիները, հայկական չեն: Օրինակ՝ ռուսաստանյան օնլայն կինոթատրոններ են, և այնտեղ պարզապես արտասահմանյան խաղատների ու խաղադրույքներ կատարելու կայքերի գովազդ է: Այսինքն, մարդիկ այդ գովազդից, առնվազն ինտերնետով, մեծ հաշվով, չեն ազատվելու, ուղղակի գումարը կվերաբաշխվի, կգնա ուրիշ ընկերությունների, որոնք Հայաստանում չեն»,«Փաստի» հետ զրույցում նշեց տեղեկատվական անվտանգության մասնագետ Սամվել Մարտիրոսյանը՝ հավելելով, որ սա, իհարկե, նաև խնդիր է սպորտի համար, լուրջ խնդիր է նաև մամուլի համար, քանի որ օնլայն գովազդի մեծ մասը կրկին այդ ընկերություններից է: «Կարծում եմ՝ լուրջ անկում է ունենալու օնլայն գովազդը: Առնվազն նրանք, ովքեր կգան փոխարինելու, այդ նույն բյուջեները, ըստ իս, չեն ծախսի: Այս առումով առնվազն պետք է հաշվի առնել նաև մամուլի ֆինանսական անկախության հարցը: Եթե այս արգելքը մտնում է՝ պետք է հաշվի առնել այլ լծակներով լրատվամիջոցներին օժանդակելու հարցը»,-ասաց Մարտիրոսյանը՝ նշելով, որ, իհարկե, կարևոր հարց է այն հանգամանքը, երբ խաղադրույքներ կատարելը համատարած է դառնում, մարդիկ վարկով խաղադրույքեր են անում, տուն են վաճառում:

«Իհարկե, լուծումներ պետք է գտնել,-ասաց մեր զրուցակիցը,- օրինակ՝ եվրոպական երկրներում կան լուծումներ. այսպես կոչված, ավելի պատասխանատու խաղադրույքների ոլորտ ձևավորելու մասին է խոսքը: Այս դեպքում ոչ թե գովազդի ոլորտում, այլ յուրահատուկ ձևով սահմանափակումներ են մտցնում խաղադրույք դնողների համար, որպեսզի թույլ չտան, որ մարդն իր ամբողջ ընտանիքի բյուջեն կարողանա ծախսել խաղադրույքների վրա: Այսինքն, ամեն դեպքում, մեկ որոշմամբ հարցը հաստատ չի լուծվի»: Տնտեսագետ Վարդան Բոստանջյանն էլ նշում է, որ շուկայական հարաբերությունների պայմաններում գովազդը, որպես այդպիսին, պետք է լինի: «Գովազդը, որպես այդպիսին, չի կարող որոշիչ դեր խաղալ՝ այդ ծառայություններից օգտվողն, այսպես թե այնպես, կգնա այդ քայլին:

Միևնույն ժամանակ, իշխանությունների կողմից պետք է վարվի այնպիսի բացահայտ կամ ոչ բացահայտ քաղաքականություն, ըստ որի՝ ռացիոնալ դաշտից հեռացող քաղաքացիները կբերվեն արդյունավետության դաշտ: Այսինքն, յուրաքանչյուր քաղաքացի կաշխատի իր պոտենցիալով, կստեղծի հավել յալ արժեք, հակառակ պարագայում մենք տրիվիալ, հասարակ սպառողներ ենք դառնում, իսկ երկիրը վերածվում է խաղատան»,-մեզ հետ զրույցում ասաց Բոստանջյանը:
